Moved by Jordan, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Tim Shea, Superintendent of Waste Management Services, reviewed the leaf pickup program to be held November 4-15, 2002. Biodegradable paper lawn waste bags only will be picked up at curbside for collection. No yard waste/leaves will be collected at curbside in plastic bags. The special event bags can be purchased for 30 cents per bag at Waste Management Services starting the week of October 14, 2002. Bulk leaves/yard waste will be accepted Monday through Saturday during the fall collection from 7:00 a.m. to 4:00 p.m. at the Waste Management Department at 3505 Easton Avenue. Bulk or paper bagged material may be dumped at the prepared transfer site. Plastic bagged materials must be emptied/debagged by the user and the plastic bags either removed by the user or placed in a separate receptacle provided for waste plastic. If the yard waste/leaves are brought in other containers, those containers must go back for re -use by the user or be properly and separately disposed of at the site. Keeping plastic and other material out of the yardwaste/leaves will prevent possible injuries to personnel and damage to equipment. Mr. Shea requested authorization to purchase 50,000 special event bags immediately to have them on hand by the week of October 14, 2002. Councilperson Getty stated he worked with Mr. Shea on this program. The bags will be located at all Fire Stations, the Waste Management building and the City Clerk's office. Councilperson Getty stated by using the special bags for the two week event will mean staff will not have to open and cut the bags. Mr. Shea reported that last year the spring and fall leaf pickup costs approximately $20,000.00 each event, with over 20,000 bags picked up. Councilperson Jordan suggested that the city not charge the citizens 30 cents per bag and there would still be a savings over the previous years. Councilperson Getty stated if the bags are given to the citizens at no cost, the city will not know what they are used for. Citizens can still use plastic bags and haul the yard waste/leaves to the Waste Management facility. Councilperson Hurley stated he feels this is a good program, and it promotes good habits and pushes the citizens closer to this type of disposal versus burning. Mr. Shea reported that the special event bags will not be made available for citizens to purchase at retail stores. The bags can only be used during the yard waste/leaf pickup event. The fall yard waste/leaf collection event will be advertised in the Sunday edition of the Waterloo Courier and displayed on the Government Access channel bulletin board. Mr. Shea reported that crews will be out collecting the bags every day, not just garbage days. Crews will cover garbage routes until all the leaves are picked up, about two or three times in the two week period. Councilperson Berry suggested that Neighborhood Services be involved in getting the word out to the citizens. Mr. Shea responded that an announcement will be mailed to the Neighborhood Associations. Fire Chief Ned DeBerg stated that Fire Department staff are at training school during the day time and requested that the fire stations only be used to purchase bags between 5:00 p.m. and 8:00 p.m. during the week and all day on weekends. Council Work Session September 30, 2002 Page 2 Councilperson Jordan was concerned if the Fire Department would be equipped to give change to the citizens. Councilperson Getty responded that he does not see a problem with Fire Department staff handling change for the bags. The City Clerk stated that the Clerk/Finance Department would be willing to help with the sale of the bags. Councilperson Hurley suggested that during the next event, Leisure Services and the Cultural and Arts Center also be included as buildings where citizens can purchase the bags. Moved by Jordan, seconded by Hurley that the Fall Yard Waste/Leaf Collection event be held from November 4-15, 2002 using special event bags at a cost of 30 cents per bag, and the Superintendent of Waste Management Services be authorized to purchase 50,000 biodegradable paper lawn waste bags. Ayes: Seven. Motion carried. With no further business before the council, it was moved by Hurley, seconded by Clark that the meeting be adjourned at 4:35 p.m. Ayes: Seven. Motion carried.
