Moved by Greenwood, seconded by Hurley that the Agenda, as proposed, be approved. Ayes: Five. Absent: Clark, Jordan. Motion carried. Bryan Clark, from Bryan Clark and Associates, Inc., updated the council on the Interpretive Plan for Prairie Pathways Project adjacent to the Metropolitan Trail System. The desired outcome of the Prairie Pathways is to develop an interpretive project adjacent to the metropolitan trail system that tells the history of the Cedar Valley area as it relates to culture, natural resources, transportation and agriculture. The Design Team consists of consultants from Brian Clark and Associates, Inc., John Milner and Associates, and Watson Heritage Strategies, Bob Neymeyer, ASI Sign Systems and INRCOG. There is a Steering Committee which includes residents from Waterloo, Hudson and other surrounding towns. Mr. Clark reviewed the project schedule. The group expects to have a draft plan ready this fall and install the prototypes March 15, 2003. Public input participants include: Prairie Pathways Steering Committee, Waterloo/Cedar Falls Leisure Services Committees, MPO Tech Committee and MPO Enhancement Committee, Cedar Falls Main Street Board, Main Street Waterloo Board, Waterloo Convention and Visitors Bureau, Cedar Falls Tourism Board, general public, Silos & Smokestacks, Cedar Trails Partnership, Cedar Valley Lakes Board, Grout Museum Board, Black Hawk County Board of Supervisors, State Legislators, MPO Policy Board, Hartman Reserve Board, Black Hawk County Conservation Board, Bike Shops and City Councils. Mr. Clark stated that there was discussion on what sites should be put in place first. The plan includes signage benches on areas along the trail. Kevin Blanchard, Iowa Northland Council of Governments, stated that the study was funded 80 percent with enhancement funds, with a local match from Silos and Smokestacks. No funds have been identified for development of the Interpretive Plan, but probably will include state, federal and private funds. With no further business before the council, it was moved by Greenwood, seconded by Berry that the meeting be adjourned at 5:11 p.m. Ayes: Five. Absent: Clark, Jordan. Motion carried.
