HomeMy WebLinkAbout09.23.2002 (2)COUNCIL WORK SESSION September 23, 2002 5:12 p.m. Council Chambers Mayor Pro Tem Getty called the meeting to order at 5:12 p.m. Members present: Berry, Welper, Greenwood, Clark, Hurley, Getty. Members absent: Jordan. Moved by Berry, seconded by Greenwood that the Agenda, as proposed, be approved. Ayes: Six. Absent: Jordan. Motion carried. The council reviewed the plans and specifications for the F.Y. 2003 Byrnes, Gates and South Hills Parking Lot Paving Project. Paul Huting, Leisure Services Director, stated that the plans have been changed from just concrete paving of the South Hill parking lot to include Byrnes and Gates parking lots and changing from concrete to asphalt overlay. The plans include an option to include Byrnes Drive. The project is estimated to cost $255,000.00, with funding of lots from the Golf Improvement funds and Byrnes Drive will be funded from Park Improvement funds. Eric Thorson, City Engineer, reported that all the lots, except South Hills, will have an overlay of 4 inches with a 6 inch base. Byrnes and Gates parking lots have never been paved. Councilperson Hurley asked if the changes were driven to stretch dollars. Mr. Huting responded that it was the desire of the Leisure Services Commission, its chairman and council members to not spend so much on the South Hills parking lot, but to do all three parking lots. There is some concern with proper drainage at South Hills. The curbs will be removed, and there will be a low area that will serve as a retention area. All three lots and Byrnes Drive can be completed at the same price as the original plan for the South Hills parking lot. Councilperson Hurley asked how long an overlay will last. Mr. Thorson responded that an overly is expected to last 10 to 12 years. Councilperson Hurley asked if concrete was put in the South Hill's parking lot how long would it last, and Mr. Thorson responded 20 to 30 years. Councilperson Clark asked why not do concrete, and Mr. Thorson responded that concrete overlay is still in the experimental stages. Councilperson Clark suggested that staff look harder at using concrete and do a life cycle analysis of concrete. Mr. Thorson stated that curb and gutter is not required by ordinance, but most commercial owners put in curb and gutters to control their lots. Councilperson Hurley stated that it looks like we are getting three lots for the price of one, but asked are we comparing apples to apples for life cycles. The parking lot at South Hills had a high priority with Leisure Services, the Engineers put in a lot of hours drawing up plans and specifications and then the we changed directions. Councilperson Hurley stated he just wants the council to be cautious. Councilperson Getty stated that the Leisure Services Commission just thought we would be better off doing all three parking lots. Councilperson Hurley asked if we could also get estimates on the cost for concrete. Mr. Thorson responded that there is a cost for the contractors to put the bids together, and he feels it is better not to make them bid both concrete and asphalt if we are not going to use concrete. Mr. Huting stated that the Leisure Services Commission wants to pave all three lots, but it is ultimately the council's decision. Councilperson Berry stated she supports asphalting all three parking lots.
