COUNCIL WORK SESSION
September 9, 2002

Members present: Berry, Welper, Greenwood, Clark, Jordan.
Members absent: Hurley, Getty.
Moved by Berry, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Five.
Absent: Hurley, Getty. Motion carried.
Don Temeyer, City Planner, and Noel Anderson, Assistant City Planner, reviewed city -owned
properties for potential sale.
The following property was acquired with the idea of being sold in the future. Pleasant Valley
Drive properties appraised value is close to $100,000.00 for all four properties. The properties
could be bid individually or as a group. The sale of this property was previously pulled from the
council agenda until the Hanna Box Culvert project was started, and that project has now been
let. The land near the Powers Manufacturing site on Sycamore was purchased and agreed to sell
to Powers for expansion purposes at $0.50 per square foot, approximately $28,942.50. The city
has received Department of Transportation approval to sell the property located at 11 th Street and
218, but the property may be needed for Riverfront Renaissance relocation.
The following property was acquired for road purposes and is available for sale. Shaulis Road
has a relocated creek portion and the portion at the end of the Eldora Circle cul de sac. However,
the city must reimburse appropriate costs to the Iowa Department of Transportation. The
property is valued at close to $5,000.00. A parcel along West 6th Streets was appraised at
$30,000.00, but the city must reimburse partially to the Iowa Department of Transportation.
Properties along Dundee were purchased for the Ansborough Avenue widening project.
Assessed at a total of about $43,000.00, but probably worth less than that for sale purposes.
There is some excess right-of-way along Greenhill Road, such as the Red Cross unbuildable
parcel and another near Young Plumbing that could be developed.
Other possible property sales include Van Eaton School. Only demolition would make this a
positive value, otherwise it is currently a negative value and not really marketable. It has an
assessed value of $30,000.00, but the R-2 zoning makes site redevelopment limited. There are
many possibilities for vacated right-of-way portions, but some of these are not very valuable
except to abutting property owners, but some could make vacant or redevelopment sites much
more attractive. There are also many opportunities for parcels of land located miscellaneously
through the city near drainage areas, which may warrant trimming in the future. One recent
example would be the request of Operation Threshold to purchase property located along Upton
and Magnolia Parkway.
The following properties are potential development sites. The former Weisman site on
University/63 and the property just to the west. However, there are some floodplain and
environmental notes there. Also, industrial property is not really marketable with free land
available in the public industrial parks. There are some properties along West 3rd Street near 63,
but they need to be weighed with the need to access the levee and area reserved for drainage
purposes.
The following parcels are located near parks. The property along the southeastern portion of the
cul de sac of Four Seasons Drive. Other sides are developed for homes. Public access to the
park is off Rainbow Drive on the other side of the ravine. Lots may be difficult to build upon,
but it would appear to be a highly desirable area. The park map does not show it up this far and
the greenbelt is nearby. This is an environmentally sensitive area. There are areas near Triangle
Park. Row of homes with some anomalies that look like lots in terms of the rest of the park.
Other lots in this area have an assessed value near $20,000.00. Two lots may net $40,000.00.

The Planning staff feels that at some point the Council, Water Works and Schools should discuss
and evaluate areas where we have parks next to schools, etc., to determine the amount of open
space appropriate for the area.
Many of the city's negative valued or difficult to build upon properties are also donated to
various organizations such as Operation Threshold when applicable to allow for housing, etc., for
the betterment of the city.
These are all parcels which have been inquired into by residents in the past, large tracts of land or
parcels which were previously determined for sale. The city has approximately 1,200 parcels per
the Black Hawk County Assessor's office report previously done for the city in 1998. Many of
the properties are areas such as the Airport, Greenbelt, etc., and some are exempt such as
railroads, cemeteries and schools.
City staff would like to move forward on the Dundee lots, the Shaulis lots, the Pleasant Valley
Drive lots and the Greenhill lots.
Marty Dickes stated that there is quite a lot of ground on 63 up to the levee that the city owns
which could be sold. The area has wooded lots, and homes could be build back to the levee.
There are approximately 49 acres of land in this area, and it would be a beautiful place for
homes. Mr. Temeyer responded that the area would need good drainage and access off the
highway.
Councilperson Greenwood stated that a citizen suggested moving or keeping the 18t Street
Bridge to use for biking and a walk path. Mr. Temeyer responded that the cost would be high to
move the bridge, and the city would have the cost to repair and maintain the bridge. The 18th
Street Bridge project is in the design and review process.
Mr. Temeyer stated that the properties the city is currently purchasing on the east side would be
great for condos.
Mr. Anderson stated he would like to move forward and bring the sale of the properties to the
Building and Grounds Committee. Staff will work on marketing the larger lots.
With no further business before the council, it was moved by Clark, seconded by Welper that the
meeting be adjourned at 4:45 p.m. Ayes: Five. Absent: Hurley, Getty. Motion carried.
