Mayor Pro Tem Harold Getty called the meeting to order at 4:35 p.m.
Members present: Berry, Welper, Greenwood, Clark, Jordan, Hurley, Getty.
Moved by Jordan, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Seven.
Motion carried.
Frank Magsamen, Director of Black Hawk County Emergency Management, updated the council
on the Emergency Management Agency. The Black Hawk County Emergency Management
Agency is governed by a commission made up of all the Mayors of Black Hawk County and the
Black Hawk County Sheriff. It is an independent agency and not part of city or county
government.
Black Hawk County Emergency Management is tasked with the following responsibilities: risk
assessment and planning, mitigation to limit or eliminate loss, preparedness, response and
recovery. Each phase builds on data generated by the previous phase. The overall plan contains
17 annexes. Disasters are location based. Black Hawk County Management Agency uses the
GIS System to identify hazards within the community.
During the response phase, Black Hawk County Emergency Management utilizes resources,
provides emergency assistance for victims and stabilizes the situation.
Black Hawk County Emergency Management is looking at a three-year strategic plan.
Funding for Black Hawk County Emergency Management is based on population, with Waterloo
paying about 54 percent of the total budget. Black Hawk County contributes funding for the
unincorporated areas.
With no further business before the council, it was moved by Jordan, seconded by Berry that the
meeting be adjourned at 4:56 p.m. Ayes: Seven. Motion carried.
