Airport Board Members present: Fred Debe, Christine Rugh, Ken Lockard, Bob Fahr. Moved by Jordan, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Six. Absent: Murphy. Motion carried. Fred Debe, Chairperson of the Waterloo Airport Board, presented three options for the renovations to the Waterloo Airport Terminal as prepared by Burns & McDonnell. Option 1 utilizes the current building with a 2,900 sq. ft. addition with the same pattern and exit. The estimated cost for Option 1 is $4,017,870, with PFC participation of $510,000. Option 2 utilizes the current building with a 2,900 sq. ft. addition but would have a reverse traffic pattern. The estimated cost for Option 2 is $4,266,270, with PFC participation of $510,000. All three options include window and heating replacement and exterior renovations. Option 2 utilizes two doors for deplaning and enplaning. Option 3 includes a 9,130 sq. ft. east addition. Option 3 reduces the size of the restaurant and conference rooms are added, and the airlines will be located on the east side of the building. The estimated total cost for Option 3 is $4,955,580, with DOT participation of $180,000, PFC participation of $510,000, FAA participation of $2,230,011 and city participation of $2,035,569. The plan includes an elevated jetway or boarding bridge to move the passengers from the boarding area to the aircraft. Airport official are still meeting with the local airlines to determine if a bridge is preferable to a retractable ground -level walkway. The building was built in 1947 and needs new windows, roofing, elevator, etc. The Waterloo Airport Board recommends that Option 3 be approved and forwarded to the FAA for their approval. Murphy now present at 4:28 p.m. If the city receives FAA approval of Option 3, the project would be let in 2002. It will take approximately six months to complete the project so it is anticipated that the renovation will be completed in 2003. Mr. Debe commented that the design fees would need to be budgeted for FY 2002, with the bulk of the funds needed in FY 2003. It was moved by Getty, seconded by Gronen that Option 3 for renovation of the Waterloo Airport Terminal be placed on the council agenda of January 8, 2001. Ayes: Seven. Motion carried.
