Members present: Mayor Rooff, Anders, Jordan, Krizek, Murphy, Gronen, Getty, Berry.
Moved by Getty, seconded by Jordan that the Agenda, as proposed, be approved. Ayes: Seven.
Motion carried.
Mayor Rooff stated that at the public input meetings scheduled for March 6 and March 8, 2001,
he will explain the different areas that fund the city's budget, including Sanitation, Sewer, Road
Use Tax, Local Option Sales Tax, Community Development/Housing and the General Fund. We
will show that for every tax dollar, the city's share is 42 cents. Mayor Rooff stated that he would
like to get the message to the public that the General Fund is the only area that citizens must pay
tax, and that all the other areas are supported by revenues. Mayor Rooff stated that all the funds
are in good shape, and that the tax increase is only for the General Fund. Mayor Rooff stated that
the reason for the increase is the 3.5 percent pay increases, increase in health insurance, police and
fire pension and utility costs. Mayor Rooff stated that we will present three different options that
will lower the amount of levy needed for FY02.
Councilperson Anders stated that most citizens he has talked to are resigned to a tax increase, and
that most don't care as long as we don't cut services.
Mayor Rooff reported that the Finance Department made an error when inputting the FY01
Budget and $1.4 million was entered into the budget twice. Mayor Rooff stated that he feels that
Department Heads should make the final decision on how they will run their departments with the
amount that is allocated to their department's budget.
With no business before the council, it was moved by Getty, seconded by Jordan that the meeting
be adjourned at 4:50 p.m. Ayes: Seven. Motion carried.
