Moved by Berry, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Five. Absent: Anders, Jordan. Motion carried. Eric Thorson, City Engineer, discussed the city's Storm Water Detention Policy. Mr. Thorson stated that the Storm Water Detention Policy was developed and adopted about 25 years in response to a lot of development from residential to commercial/manufacturing/retail areas. The water was not being controlled, running into storm sewer not designed or sized for the flow of storm water, such as hard -surfaced parking. The policy requires a holding facility for storm water during peak periods. On -site storm water detention facilities are required for all new developments, additions to existing structures, or new buildings on an existing developed site where the site is to be regraded. On -site storm water detention facilities are also required for parking lots. This includes expansions, reconstruction or hard surfacing of existing parking lots, as well as new parking lots. Developments shall detain all on -site storm water run-off equal to the differences between the total storm water generated from a ten year frequency rainfall as applied to the entire lot, including the proposed improvements, and a five year frequency rainfall applied to the lot as it existed in its natural undeveloped state. A complete site plan must be submitted to the City Engineer before or with the building plan showing the location, size and capacity of the storm water detention facility. The plan must also show the method of controlling the release from the facility with all necessary construction details included. Computations for sizing the facility and release rate shall also be submitted with the site plan. Mr. Thorson commented that property owners are required to hook up to the storm sewer system if the property is reasonably close to the storm sewer. Mr. Thorson stated that the policy has worked well over the years, and that it gives staff some flexibility. Mr. Thorson stated that single family or duplexes are not required to follow this policy, but any development above a duplex must follow the policy. Mr. Thorson commented that eventually it may be necessary to create an ordinance to enforce maintenance of the detention facilities. With no further business before the council, it was moved by Krizek, seconded by Gronen that the meeting be adjourned at 5:00 p.m. Ayes: Five. Absent: Anders, Jordan. Motion carried.
