Moved by Jordan, seconded by Anders that the Agenda, as proposed, be approved. Ayes: Five. Absent: Krizek, Berry. Motion carried. The request from Quality Mat Company for "No Parking Here to Corner" in the 400 block of Rath Street was reviewed. Krizek now present at 4:58 p.m. Mr. Bernie Stroh from Quality Mat Company contacted the Superintendent of Traffic Operations with a request to retry the "No Parking Here to Corner" request in the 400 block of Rath Street. The council tabled this request indefinitely on April 16, 2001 due to property owners' objections. The council reviewed a video tape of a semi -truck entering and exiting the gate at the Quality Mat Company. Councilperson Anders asked if the fence could be moved and a larger gate installed. Councilperson Getty stated that most of the trucks go in that gate and go out another exit, and that the trucks have trouble going in during the winter. Councilperson Getty stated that the Superintendent of Traffic Operations has suggested trying "No Parking Here to Corner" from 7:00 a.m. to 4:00 p.m. Monday through Friday, leaving the evening and weekend parking for the residents. A resident stated that when this was proposed before he took up a petition and too many of the residents were against the no parking, and the proposed change was not brought before the council. The resident stated that the problem is the semis are trying to go in and out a small gate, and he reported he only sees semis trying to use this entrance once or twice per week. A resident from the 400 block of Rath Street stated he sees no reason for this. He stated he does not usually use that parking, but that people visiting need a place to park, and if this change is approved the visitors will have to park on Court Street. Councilperson Gronen stated it was his understanding that this area was no parking for years. A resident responded that it use to be one hour parking when Rath was in operation. Patricia Uting, 417 Rath Street, submitted a petition from residents on Rath Street who oppose the proposed no parking. Ms. Uting stated this affects the whole block. Ms. Uting stated she feels this is ridiculous as the trucks only come in that gate and uses another gate to go out. Ms. Uting stated there are only a couple of trucks per week. Councilperson Getty stated the conversation this morning was that the residents did not want to give up parking on the street, but the owner of Quality Mat feels he needs more room for his trucks, especially in the winter. Councilperson Getty strongly recommended that the council consider adopting the "No Parking Here to Corner" from 7:00 a.m. to 4:00 p.m. Monday through Friday. Councilperson Getty commented this only involves two parking spaces. A resident stated she watched Quality Mat's trucks, and they are not having problems going in the one gate. She commented that trucks all over the U.S. have to backup to get where they need to. She stated that the trucks come in and go out with no problem, and that the shorter trucks do not have any problem. Council Work Session July 9, 2001 Page 2 Bernie Stroh stated that he never had a problem with the one hour parking because there were no cars. Mr. Stroh stated that with cars parked along Rath Street, it is a hazard in the winter, it is unsafe and he feels it is a necessity to have no parking in the 400 block of Rath Street. Mr. Stroh stated he employs 20 people and has a payroll of $2 million per year, and he doesn't think this is asking too much. Councilperson Anders stated that the people have said leave the parking alone. Councilperson Anders stated he feels Mr. Stroh has alternatives less incumbent than the neighbors, and that there is an alternative gate for him to use. Councilperson Anders stated he will not support changing the parking at this time. Moved by Anders to leave the parking as is on Rath Street. The motion died for lack of a second. Moved by Murphy, seconded by Jordan that the "No Parking Here to Corner" in the 400 block of Rath Street from 7:00 a.m. to 4:00 p.m. Monday through Friday be forwarded to the full council, and to revisit this issue if it does not work for the neighbors. Ayes: Four. Nays: Anders. Abstain: Krizek as Quality Mat is a client. Absent: Berry. Motion carried.
