Moved by Jordan, seconded by Berry that the Agenda, as proposed, be approved. Ayes: Five. Absent: Krizek, Berry. Motion carried. The request of the Director of the Cultural & Arts Commission for discretionary hotel/motel funds in the amount of $37,000.00 for mosaic walls for the Five Sullivan Brothers Convention Center and related educational/public programs was reviewed. Cammie Scully, Director of Cultural & Arts Commission, stated that she first brought this proposal to the council on May 14, 2001. At that time the council wanted to defer funding until after July 1, 2001. The project includes a multi -component public art program for downtown Waterloo. The first phase was a set of murals completed along Park Avenue by the Festival of Iowa Folklife. The second phase will include mosaic walls for the Five Sullivan Brothers Convention Center with a Sullivan theme. Ms. Scully stated she has been working for some time with the Grout Museum on this project, and they have selected an artist from Des Moines who has completed many public art projects, both statewide and regionally. These walls would commemorate the Sullivan brothers while aesthetically enhancing the two lobby areas of the Five Sullivan Brothers Convention Center. The artist would also include a public participation/education element. Two grants to fund the sculpture exhibition and, in part, the heritage mural project were filed in May. The Waterloo Convention and Visitors Bureau recently approved $3,500 for the mural project. Other prospective fenders for the project have been identified, i.e., Iowa Arts Council, Iowa Department of Cultural Affairs, Community Foundation, McElroy Trusts, ConAgra and Silos and Smokestacks. Councilperson Anders stated that he is concerned about allocating $37,000 of the council's discretionary hotel/motel funds when the council will only received approximately $99,000 hotel/motel funds this fiscal year. Councilperson Anders commented he would like to see the council establish guidelines for distribution of the discretionary hotel/motel funds. Ms. Scully stated that the mosaic walls should be installed in October 2001, and unveiling of the mosaic walls will be held in conjunction with Veterans Day and the 60th anniversary of the sinking of the U.S.S. Juneau. Moved by Jordan, seconded by Gronen that the request of the Director of Cultural & Arts Commission for discretionary hotel/motel funds in the amount of $37,000 for mosaic walls for the Five Sullivan Brothers Convention Center be approved. Ayes: Five. Absent: Krizek, Berry. Motion carried. With no further business before the council, it was moved by Jordan, seconded by Gronen that the meeting be adjourned at 4:33 p.m. Ayes: Five.
