Moved by Berry, seconded by Getty that the Agenda, as proposed, be approved. Ayes: Six. Absent: Jordan. Motion carried. The three-year transition to targeting CDBG and HOME funds to allow rehabilitation program developed as part of the UNITY/WE CARE Neighborhood revitalization to be applied to the Rath Brownfield Neighborhood was discussed. Rich Earles, Community Development Director, updated the council on the Target Area transition. The Community Development Board has been targeting CDBG and HOME funds to rehab the deteriorated to dilapidated units in the UNITY and WE CARE neighborhoods and for new construction. A total of 68 properties have had full rehabs completed at a cost of $1,982,697.70. An additional 33 full rehabilitation projects are underway. Nearly one-half million dollars in EDI funds have been used to assist 54 homeowners with primary roof and structural repairs. The homes were ranked from 1 to 4 based on condition where 1 is excellent and 4 is dilapidated. The city started with the worst homes first and are now to houses rated 2.3. Homes rated 2 or better are considered to be in good condition. In addition, 15 new single-family affordable housing starts have begun to replace the structures demolished as a result of the 1980s recession. Ten more new construction units are in the planning process. Jordan now present at 4:59 p.m. The city has received EDA and EPA funding to assist in the industrial and commercial revitalization of the Rath Brownfield area. The majority of the housing stock (93%) in the Brownfield area is in deteriorated/fair or worse condition. Eighty-five percent of the properties are over 75 years old. The Community Development Board discussed the transition to target CDBG and HOME funding to be applied to the Rath Brownfield Neighborhood at their May Board meeting and recommended approval at their June meeting. Mr. Earles stated that there will be a three year transition period, with a 50/50 split the first year and 75/25 split the second and third years. Mr. Earles stated that the UNITY and WE CARE Neighborhood Association are very strong, and they have been working on pride of ownership. They worked at Sullivan Park, Jones Restaurant, African American Museum, Eastside Ministerial Alliance and a variety of activities. Mr. Earles reported that the first new home constructed in the UNITY/WE CARE target area cost $68,000 to build and appraised for $38,000, while the most recent new home cost $73,000 to build and was appraised at $73,000. Councilperson Krizek stated that in looking at the map there is a lot of work in the near west side, and she feels in four years the city should look at that area. Mr. Earles stated that the bulk of the new construction program will stay in the UNITY/WE CARE neighborhoods and the rehab and emergency funds will move to the Rath area. Mr. Earles stated that a list will be determined for the Rath area by going house by house looking at the structures, roofs, windows and foundations of the homes. Moved by Getty, seconded by Berry that this item be forward to the full council. Prior to a vote on the above motion, the following comments were heard. Council Work Session July 2, 2001 Page 2 Charles Myles stated that promises were made when they did the Jones Restaurant that have not been met. Mr. Myles commented that he asked the city three years ago to fix the bathrooms and build a shelter in the park and now the city is not certain when they will be able to do those things. Mr. Myles stated he would like to see them completed in time for the August 7 Night Out. Mayor Rooff stated he talked with Paul Huting, and the city could do the electrical and plumbing if the neighborhood built the shelter. Following comments a vote was taken on the above motion with the following result. Ayes: Seven. Motion carried.
