Moved by Jordan, seconded by Berry that the Agenda, as proposed, be approved. Ayes: Six. Absent: Anders. Motion carried. The council reviewed the proposed boundaries for wards and precincts. The State Code of Iowa requires that all cities over 3,500 population submit Ward and Precinct redistricting plan to the Secretary of State by September 1, 2001. The State Code requires that the Ward population be as close to one another as possible so that the democratic ideal of each vote carrying the same weight is protected. The new wards and precincts will take effect January 1, 2002. Anders now present at 4:33 p.m. The population of the city for the year 2000 is 68,747. The ideal Ward population is calculated by dividing that number by 5 (wards) and is 13,749. While not required by law, the ideal Precinct number is 2,292 (ideal ward population divided by 6). Precincts are kept as close as possible in size for voter convenience. State code requires that precincts cannot exceed 3,500.
