COUNCIL WORK SESSION
August 6, 2001

Members present: Mayor Rooff, Anders, Krizek, Murphy, Gronen, Getty, Berry.
Members absent: Jordan.
Moved by Krizek, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Jordan. Motion carried.
Lou Cutwright, Building Official, reviewed the reorganization of Building Inspection and
Facilities Maintenance. Mr. Cutwright reported that he, the Facilities Maintenance Supervisor
and the Personnel Analyst met to work out the details of bringing Facilities Maintenance under the
direction of the Building Official. Mr. Cutwright reviewed the list of responsibilities of the
Building Official and the Maintenance Facilities Supervisor and how the responsibilities will be
handled in the reorganization. Mr. Cutwright will take over administrative duties such as
prioritizing work load, payroll, payment vouchers, employee review, personnel issues, budget
preparation, hotel/motel expenditure recommendation, capital project recommendation,
contract/vendor selection, and management of bid process and review. Mr. Shepard will assist in
the field as a working supervisor and will be involved in the day-to-day supervision of the present
maintenance crew, handle technical questions, oversee equipment condition and continue to have
administrative input.
Mr. Cutwright will develop a work order system so that Department Heads will be able to submit
a Maintenance Work Order form.
Mr. Cutwright stated that the Facilities Maintenance Supervisor's expertise will be used in
directing $234,700 of CIP improvements scheduled for in-house construction, If this work were
contracted, the same work would cost approximately $400,000.
Mr. Cutwright stated that in order to provide better Airport building maintenance, he is requesting
that the two maintenance personnel located at the Airport be placed under the direction of the
Building Maintenance Administrator. They would still be officed at the Airport, but Mr.
Cutwright feels they will have a better handle on work orders and repairs under one directive.
Mr. Cutwright asked that the reorganization of Facilities Maintenance with Building Inspection be
formally approved through an ordinance. Mr. Cutwright stated that the extra responsibility
requires compensation and asked that the council formally approve the reorganization and the
compensation.
Councilperson Getty stated that the main function of the two maintenance personnel at the
Airport is to mow the grass in the summer and snow removal in the winter. Mr. Cutwright
suggested that the cost could be reduced by hiring college students to mow the grass.
Fred Debe, Chairperson of the Waterloo Airport Board, stated that he believes the two Airport
maintenance personnel need to be directed by Airport staff. Mr. Debe stated that the only time
the Airport calls Facilities Maintenance is when Airport maintenance is unable to do the work.
Mr. Debe stated that the maintenance personnel have duties that cannot be diverted from the
Airport. Mr. Debe stated the Airport would like to continue calling Facilities Maintenance only
when Airport maintenance is unable to do the work, and that he would like control of Airport
maintenance to remain at the Airport.
In answer to a question from Mr. Debe, Mr. Cutwright stated he does not feel the city should
look at privatizing building maintenance because of the diversity of the staff from roof repair to
heat/air conditioning expertise.
Councilperson Anders stated that he supports the reorganization, and he feels maintenance staff at
the Airport can do Airport duties and still use the work order system. Councilperson Anders

stated that some of the problems has been because of the turnover of Directors at the Airport.
Councilperson Anders stated he feels maintenance personnel at the Airport needs supervision, and
the city should look at combining both maintenance functions. Councilperson Anders stated he
feels we should move forward with the ordinance next week and extra compensation for the
Building Official.
With no further business before the council, it was moved by Getty, seconded by Murphy that the
meeting be adjourned at 5:17 p.m. Ayes: Six. Absent: Jordan. Motion carried.
