COUNCIL WORK SESSION
September 4, 2001

Members present: Mayor Rooff, Anders, Jordan, Krizek, Berry, Gronen, Murphy.
Members absent: Getty.
Moved by Jordan, seconded by Krizek that the Agenda, as proposed, be approved. Ayes: Three.
Absent: Murphy, Gronen, Getty. Motion carried.
Sharon Juon, Executive Director of Iowa Northland Regional Council of Governments
(INRCOG), reviewed the services provided by INRCOG. INRCOG is a voluntary association of
local governments. INRCOG serves six counties: Black Hawk, Bremer, Buchanan, Butler,
Chickasaw and Grundy. INRCOG serves a population of more than 200,000 people with an
operating budget of $1.7 million. Ms. Juon stated that the city's membership dues for FY02 in
the amount of $26,586.00 is based on 40 cents per capita using the 1990 census.
Gronen now present at 5:07 p.m.
Ms. Juon reviewed grants received by INRCOG and the projects served by the grants. Ms. Juon
reported that INRCOG is involved in community and economic development by providing grant
writing and administration services. They are involved in safety programs, and process all the
contractors bonds. INRCOG is involved in the Cedar Valley Lakes project, and assists with
REAP planning and grant writing assistance. INRCOG received a grant this year from the Black
Hawk Solid Waste Commission in the amount of $67,000.00 to provide education on disposal of
tires.
Murphy now present at 5:09 p.m.
INRCOG is the Regional Transportation Planning Authority for six counties. INRCOG provides
traffic studies, RISE grant applications, state highway and trail planning/grant applications, and
involved with the Regional Transit Commission. INRCOG provides GIS mapping for banks,
schools and governments. They are currently assisting with the city's comprehensive plan and a
hazard mitigation grant. INRCOG has been involved in EDA Brownsfield grants, REAP grant
for the arboretum, and grants for the soccer field, and 18`h Street bridge.
Mayor Rooff stated that the invoice from INRCOG in the amount of $26,586.00 for FY02
membership dues will be placed on next week's Finance Committee agenda.
With no further business before the committee, it was moved by Jordan, seconded by Berry that
the meeting be adjourned at 5:17 p.m. Ayes: Six. Absent: Getty. Motion carried.
