Moved by Krizek, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Four. Absent: Jordan, Murphy, Getty. Jim Hagley, from Earth Tech, reviewed Change Order No. 7 for an increase in the amount of $48,704.00 for the Waterloo Water Pollution Control Facilities, Contract No. 550. The change order includes nine items. The change order provides for replacement of two 6" by 12" flanged expansion joints with two 6" by 12" ductile iron pipe reducers and two 6" flanged expansion joints for the Sludge Storage Mixing Pumps. It provides for removal and disposal of a layer of loose material from the inside walls of Digester No. 5. The change order provides for removal of two abandoned 8" pipes for installation of the new 8" decant pipe. An item included in the change order provides for the revision of digester gas piping for Digester Nos. 2, 3, 5 and 6 to eliminate conflicts with the digester cover skirts in the digesters. A fifth item in the change order provides for the revision of digester sludge piping for Digester Nos. 2, 3, 5 and 6 to eliminate conflicts with the digester cover skirts in the digesters. The change order provides for the addition of masonry block filler to the coatings for the inside walls of the new portion of the Digester Control and Lagoon Generator Buildings. The change order provides for replacement of three 90 degree elbows with tees and the addition of three 1" ball valves with plugs on the suction side of the Digester gas booster fans. The eighth item included in the change order provides for removal of buried concrete found by Story Construction between Digesters Nos. 1 and 2 when they started excavating for the Sludge Transfer Wet Well. The final item in the change order provides for the addition of three uninterruptible power supplies for three new sludge storage and digester control panels at the Water Pollution Control Facilities site and one for the new control panel at the anaerobic lagoon site. The present cumulative total of all change orders is 5.86 percent of the original contract price and results in a new total contract price of $10,557,664.00. Councilperson Berry stated with the change orders the cost for the contract increases, and if this is low bid we should look at these items when bidding the contract if increases are anticipated. Bob Bamsey, from Earth Tech, stated that there are a number of reasons for change orders. It could because information on drawings are completely different from the documents. Mr. Bamsey stated that the goal is zero change orders, and that we don't anticipate increases but allow for some. Mr. Hagley reviewed Change Order No. 14 for an increase in the amount of $41,539.00 for the Water Pollution Control Facilities, Contract No. 549. There are six items included in the change order. The first item provides for removal of an existing 4" water main and its concrete encasement for the installation of the 18" overflow pipe. The second item provides for the addition of a load center, breakers, and wiring to wire up solenoid oilers for the three primary sludge pumps. The third item provides for the addition of normally closed contacts from the hand/off/auto hand switches to eliminate a safety concern in the primary sludge grinder control panels. The change order provides for changes to the existing aeration blower controls at the Satellite Water Pollution Control Facilities to integrate the Satellite blower controls with the new aeration blower controls at the Easton Avenue WPCF. The fifth item provides for the addition of twelve uninterruptible power supplies for twelve new and existing control panels for the Satellite and Easton Avenue WPCFs site. The sixth item included in the change order provides for modifications to the platform at the Easton Avenue Final Effluent Structure to accommodate the manufacturer's installation of the ultra sonic level detection device. The change constitutes an increase of 0.22 percent with respect to the original contract price. The present cumulative total of all change orders is 1.57 percent of the original contract price and results in a new total contract price of $19,389,157.00. Council Work Session October 1, 2001 Page 2 Bob Bamsey updated the council on the status of the EPA grant. The city received a grant in the amount of $37 million for the sewer project which required a 45 percent local match. The total project cost is $67,275,000, with two projects currently under contract. The $37 million EPA grant will fund up to $67.8 million of projects, including $0.5 million of refunded state sales tax to the city. Mr. Bamsey stated that once completed we will have maintenance costs and equipment replacement. Councilperson Anders stated that unfunded projects could be done on an annual basis using some sewer funds. Mr. Bamsey reviewed the Odor Control Facilities. The city has the Tannery and IBP, which generate very serious odors. If kept in water there is no odor problem, but as soon as it is exposed to air it has an odor. The first place the waste goes to is the raw waste pump station where the gas is collected and sent to the trickling filter. With the new facilities, the trickling filters are no longer used for odor control. Earth Tech is recommending that red lava rock be used to treat the odor. The estimated cost for construction of a new odor facilities is $500,000.00. Mr. Bamsey reviewed the Satellite Interceptor Manhole Project. The estimated cost for the manhole project is $300,000.00. Both the Odor Control Facilities and Satellite Interceptor Manhole Project have been recommended by the Partnering Group.
