Moved by Krizek, seconded by Jordan that the Agenda, as proposed, be approved. Ayes: Four. Absent: Getty, Berry, Murphy. Motion carried. Walter Reed, Jr., Executive Director of Waterloo Commission on Human Rights, reviewed the proposed Fair Housing Interim Agreement. The Human Rights Commission has worked with HUD for acceptable language that brings the city in compliance for Fair Housing Enforcement. The Commission will be able to investigate alleged housing discrimination cases. The Commission currently refers all local housing discrimination complaints to the Iowa Civil Rights Commission. Over the past five years, HUD would not accept the Commission's work because they did not have the agreement. The Commission refers ten to fifteen housing complaints each year to the Iowa Civil Rights Commission. Berry now present at 4:53 p.m. Over the next three years, the Commission will be at the level of capacity building. HUD will provide technical assistance and $115,000 each year during the capacity building. After this time period, the Commission will receive a stipend per discrimination case completed. Enforcement is done over the Internet. Murphy now present at 4:55 p.m. Mr. Reed stated this is an excellent opportunity for the city to make sure there is no discrimination against citizens applying for loans, insurance, etc. Three other commissions in Iowa have this agreement. HUD provides training, technical support, material and resources. The biggest challenge for the Commission will be getting linked up with them on the computer system and understanding how they want it done over the Internet. The Commission used their ordinance using the housing section to include definition and other items in the agreement. With no further business before the committee, it was moved by Jordan, seconded by Gronen that the meeting be adjourned at 5:05 p.m. Ayes: Six. Absent: Getty. Motion carried. Nancy Eckert City Clerk
