Moved by Gronen, seconded by Murphy that the Agenda, as proposed, be approved. Ayes: Six. Absent: Berry. Motion carried. Mayor Rooff stated that the purpose of the meeting was to discuss the Anaerobic Digester Project for Easton Avenue Water Pollution Control Facility. Jim Hagley and Bob Bamsey from Earth Tech reviewed what has been completed on the $67 million project. The Anaerobic Digester project includes the rehabilitation of six anaerobic digesters and the digester building, the conversion of an intermediate clarifier into liquid sludge storage and construction of a new sludge pump building. These improvements are necessary for stabilizing sludge to meet state code requirements for treatment and disposal of sludge on agricultural land. The engineer's estimate of construction cost for the project is $8,900,000.00. The project is part of the overall program eligible for and funded at the 55 percent level under the EPA grant. A resolution is on tonight's council agenda setting the date of hearing and bid opening for April 3, 2000, which will allow six weeks for advertising and bidding. The construction project will take approximately two years to complete. Mr. Bamsey stated that the total project is approximately 75 percent completed, with the lagoon controls and generator and Northeast Interceptor remaining. Mr. Bamsey reported that the EPA grant project has been extended to June 30, 2003. Mr. Hagley stated that the interconnecting piping design has just been completed at a cost of $150,000.00 which will save the city on chemical costs. With no further business before the council, it was moved by Anders, seconded by Jordan that the meeting be adjourned at 5:58 p.m. Ayes: Six. Absent: Berry. Motion carried. Nancy Eckert City Clerk
