HomeMy WebLinkAbout04.10.2000COUNCIL WORK SESSION April 10, 2000 3:30 p.m. Council Chambers Members present: Getty, Anders, Krizek, Gronen, Berry. Members absent: Jordan, Murphy. Moved by Anders, seconded by Krizek that the Agenda, as proposed, be approved. Ayes: Five. Absent: Jordan, Murphy. The request of Vernon Weems to hold a multi -denominational ecumenical sunrise prayer service and community festival activities to be held in Lincoln Park and East 4th and Mulberry Streets on Sunday, April 23, 2000 was reviewed. Police Chief Bernal Koehrsen stated that he telephone Mr. Weems on Thursday, April 6, 2000 informing him of today's council work session. This morning Chief Koehrsen received a message from Mr. Weems that he had a conflict and would not be able to attend the meeting. Chief Koehrsen telephoned Mr. Weems again to let him know that the council had questions and concerns regarding the activities, and Mr. Weems again said he could not be at today's meeting. Councilperson Getty stated that this request is not from an organization or church but an event planned by Mr. Weems. There is no mention of volunteers to help with the set-up and taking down of barricades. Councilperson Getty noted that Mr. Weems wants the city to close down the 500 block of Mulberry Street, the 400 block of East 4th Streets and the intersection of East 4th and Mulberry Streets and to close down the East 4th Street bridge for a period of time. Councilperson Getty commented that he does not have a problem with Mr. Weems using Lincoln Park, but does not want to close the bridge or the streets. Councilperson Anders stated that he feels that until Mr. Weems appears before the council to answer questions, the request is a moot point. Councilperson Gronen stated that he agrees with Councilperson Getty, that Mr. Weems can use Lincoln Park but he does not want to block off the streets, especially with Morgs being opened for business. Paul Huting, Leisure Services Director, stated that he spoke with Mr. Weems concerning this request. Mr. Huting stated that he told Mr. Weems that it was okay for him to use Lincoln Park, but that he made it very clear to Mr. Weems that he would need to come before the council for approval of any street closings. Moved by Gronen, seconded by Berry that this request be tabled until Mr. Weems comes before the council to present his request and answer questions. Ayes: Five. Absent: Jordan, Murphy. Motion carried. Chief Koehrsen will contact Mr. Weems to let him know of the outcome of today's meeting. With no further business before the council, it was moved by Krizek, seconded by Gronen that the meeting be adjourned at 4:43 p.m. Ayes: Five. Absent: Jordan, Murphy. Motion carried.
