COUNCIL WORK SESSION

Members present: Mayor Rooff, Jordan, Murphy, Gronen, Getty, Berry, Anders.
Members absent: Krizek.
Moved by Jordan, seconded by Berry that the Agenda, as proposed, be approved. Ayes: Five.
Absent: Anders, Krizek. Motion carried.
Expansion of the boundaries for the Consolidated Urban Revitalization Area (CURA) was
reviewed. Ordinance No. 4371 was approved by the council on July 19, 1999 establishing the
present boundaries for the CURA. The CURA program is nearing completion of its second year
of operation. To date, the city has reviewed 62 applications at an assessed value of
$4,811,500.00.
Howard Allen Investments is requesting that the city consider expanding the boundaries to
encourage new housing development in Aerostat Heights Addition off of Airline Highway
Boulevard. Howard Allen Investments would like to construct twenty new homes in Aerostat
Heights. In order to have viable competition for the east side, he would like the area to be placed
in a targeted area for buyers to be eligible for a tax abatement on the improvements. The homes
will be 1,200 to 1,300 square feet, with double garage, two or three bedrooms and have two baths
and sell for approximately $120,000.00. The streets are paved, have storm water and all have
underground utilities. Water and sewer are already stubbed into each lot.
Northgate is a subdivision on the west side of Highway 63 just north of the Logan Plaza area.
Only a portion of St. Croix Drive is constructed into the housing addition, which includes four
houses and one under construction.
Anders now present at 4:19 p.m.
Mayor Rooff stated that we have a need for homes in the $120,000.00 range.
Councilperson Jordan questioned whether the CURA could be expanded over the entire city.
Don Temeyer, City Planner, stated that the city can establish the whole town if we want to, and
we talked about that when the CURA was set up.
This item will be brought back to the council for approval.
With no further business before the council, it was moved by Jordan, seconded by Gronen that the
meeting be adjourned at 4:24 p.m. Ayes: Six. Absent: Krizek. Motion carried.
