Moved by Jordan, seconded by Getty that the Agenda, as proposed, be approved. Ayes: Six. Absent: Krizek. Motion carried. Bruce Meisinger, Finance Manager, presented the proposed amendments to the FY2000 Budget. Mr. Meisinger reported that the Code of Iowa requires that amendments to the current year budget be adopted and certified by May 31. Amendments are necessary when it is anticipated that one of the four program areas of expenditure will exceed the original amount appropriated for the fiscal year. Expenditures for the Community Protection program are projected to exceed the original appropriation by $1,400,000.00. Other amendments to the current budget lowers the overall appropriation for Community Environment in the area of Capital Construction and Sewer Revenue Debt Service by $5,800,000.00. The amount of Sewer Revenue Debt Service expense is being added to the Policy and Administration Program as a reclassification to the correct budget area. The overall budget total for the year remains the same with the changes to the Community Protection Program and the Policy and Administration Program being offset by lowering the Community Environment Program. Councilperson Murphy questioned why the costs for police and fire salaries, insurance, and retirement expenses were not anticipated. Mr. Meisinger stated that for the past few years we have made the assumption that these departments would have turnovers, such as retirements. That did not happen this year as many of the police and fire employees are waiting until July 2000 when their retirements benefits will increase. Mr. Meisinger reviewed the proposed 2000 series General Obligation Bond issuance. Councilperson Anders asked if unspent bond funds could be used for other projects. Mayor Rooff stated that Mr. Meisinger is putting together a list of bond funds that have not been spent, and the council can make a final determination of how that money will be spent. Mr. Meisinger reported that the council will hold a hearing on May 22, 2000 on the issuance of $5.4 million General Obligation Bonds. Mr. Meisinger stated that $4.4 million will be used for the second phase of the Water Pollution Treatment Plant, which will be repaid with sewer funds. There is another $1 million that will be spent on the following: 18th Street Bridge, Stormwater/Flood Improvements, Bridge Analysis, Police Cars, and Golf Course Improvements. With no further business before the council, it was moved by Jordan, seconded by Murphy that the meeting be adjourned at 4:50 p.m. Ayes: Six. Absent: Krizek. Motion carried. Nancy Eckert City Clerk
