COUNCIL WORK SESSION
July 26, 2000

Members present: Mayor Rooff, Anders, Jordan, Krizek, Murphy, Gronen, Getty, Berry.
Moved by Getty, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Seven.
Motion carried.
Mike Massina, Senior Energy Consultant with MidAmerican Energy, and Les Wilson, Manager of
the Energy Group for MidAmerican Energy, presented the Total Managed Solutions (TMS)
Energy Program.
Mr. Wilson stated that the city is one of the energy saving leaders in city government in Iowa with
about $112,000 saved per year with our current energy program. Mr. Wilson reported that the
TMS Energy Program is designed to look at existing equipment and look at optimizing energy
savings with existing systems. The city has a good maintenance staff and this will be a partnership
with existing facility staff. The program is completely performance based. If the program doesn't
save the city money, the city does not pay anything. Mr. Wilson reported that all documented
savings is split 50/50 between the city and MidAmerican Energy.
Mayor Rooff commented that it can be as simple as light usage to review of the operation of a
single piece of equipment.
Mr. Wilson reported that the TMS Energy Program will include gas, electric and water usage in
city buildings. This is a five-year agreement to allow time to change and reinforce new
operations. MidAmerican Energy will make initial tours of the buildings to see if they can
immediately save money and make corrective actions. Then they will write a model/estimate of
Energy Savings Measures (ESM). An energy manager works for MidAmerican Energy and will
be paid by true savings. Mr. Wilson stated that most sewer plants are high energy users, but they
will review the Water Pollution Control facilities for savings.
Mr. Wilson reported that the TMS Energy Program includes review of past utility bills, and they
will make sure all meters are working properly. There will be no capital costs. The only costs
would be if maintenance items are broken or need repair.
Moved by Jordan, seconded by Anders that the agreement with MidAmerican Energy to provide
the TMS Energy Manager Program be placed on the council agenda for approval. Ayes: Seven.
Motion carried.
With no further business before the council, it was moved by Getty, seconded by Gronen that the
meeting be adjourned at 4:57 p.m. Ayes: Seven. Motion carried.
