HomeMy WebLinkAbout07.13.2000 (2)• • COUNCIL WORK SESSION July 13, 2000 9:30 a.m. Council Chambers Members present: Mayor Rooff, Anders, Jordan, Krizek, Getty, Berry. Members absent: Murphy, Gronen. Moved by Jordan, seconded by Krizek that the Agenda, as proposed, be approved. Ayes: Five. Absent: Murphy, Gronen. Motion carried. Mayor Rooff stated that the meeting today was being held because the city received a letter from Elaine Bruns, President of Harley Davidson/Buell Cycle Center. Ms. Bruns is requesting that parking on Ranchero Road from Highway 63 to the west to Black Hawk Creek be prohibited. Customers attending Arends Diversified Actions are blocking the road. Mayor Rooff commented that he would like Arends and the other businesses in the area to come up with an agreement. Wayne Arends, Arends Diversified Auctions, stated that he feels that the other businesses do not care to work it out. Mr. Arends stated that the business has increased much faster than anticipated. Mr. Arends stated that if the city prohibits parking on Ranchero Road customers will park at Goose Creek, and they will have to walk across Highway 63. Mr. Arends stated that he has tried to schedule his auctions during off -hours, but Harley Davidson is open until 7:30 p.m., and that is the only business affected by the cars parking on Ranchero Road. Mr. Arends stated that if the city closes Ranchero Road, the consequences will be much greater than we anticipate. Auction people will fight to get to an auction. Mr. Arends stated that he has tried to work this out with his neighbors. Customers are parking on one side of the road, but there have been no accidents. Mr. Arends stated that occasionally auction customers block location of other businesses, and he has tried to stop them. Mr. Arends stated that he is working on an area in back of his building, that he has three acres of property and plans. Councilperson Getty asked if there is an access road behind Mr. Arends' business and who owns that road. Mr. Arends stated that it is a grass path created when Ranchero Road was relocated. Elaine Bruns, President of Harley Davidson Cycle Center, stated that it is an abandoned road that could be sold to adjacent property owners. Councilperson Getty stated that if that road was improved so vehicles could drive on it, it would give access to the back of the businesses, which would help this situation. Mayor Rooff asked if the auction customers could use that abandoned road to park. Mayor Rooff stated it sounds like we need to resolve this situation so everyone can enjoy their business. Other than the auction customers, there are no problems. Mr. Arends commented that the auctions are held on Mondays at 5:00 p.m. and sometimes on Saturdays. Mr. Arends stated that there is room for cars to get through even when cars are parked on the road. Ms. Bruns stated that there are no shoulders on the road, and it only has a sealcoating. Ms. Bruns stated that Kwik Star has a gasoline depot where semis need to go. It is extremely dangerous for semi traffic turning onto Ranchero Road and driving west to the depot. Ms. Bruns commented that cars continue to park on the south side near the bike trail where no parking signs are posted, which makes it difficult for cars turning left off the private drive going toward Highway 63. Getty and Berry now absent at 9:42 p.m. Sang-Ki Han, Assistant City Attorney, stated that the success of the businesses is part of the problem. Mr. Han suggested that the businesses get together to have uniform police officers patrol the area. Council Work Session July 13, 2000 Page 2 Mayor Rooff stated that the request from Ms. Bruns to prohibit parking on Ranchero Road from Highway 63 to the west to Black Hawk Creek will be placed on the council agenda of Monday, July 31, 2000. Mayor Rooff asked Police Captain Tom Jennings to get information on the traffic flow on Monday nights. The meeting was adjourned at 9:55 a.m. Nancy Eckert City Clerk
