Moved by Anders, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. The council reviewed a petition received from the residents on Campbell Avenue, from Kimball to Fletcher, concerning increased traffic, the type and speed of the traffic. The petition asks the council to consider the following solutions: 1) establish a truck embargo, 2) lower the speed limit to 25 mph, and 3) make the intersection of Campbell and Clough a four way stop. Elmer Kortemeyer, representing the residents, stated that Campbell Avenue is very narrow, and that it was constructed as a residential street. Many drivers use Campbell Avenue as throughway from six corners to University Avenue. Mr. Kortemeyer stated that the majority of vehicles speed, and there have been accidents caused by speeding vehicles passing other vehicles. Mr. Kortemeyer commented that he has been told the Police Department does not have the manpower to police this area. Sandie Greco, Traffic Operations, stated that the speed limit could be lowered to 25 mph, and the city could put a truck embargo on Campbell Avenue, but a truck embargo would not stop delivery trucks. traveling to businesses. Ms. Greco stated that a four-way stop cannot be used to slow traffic, and that a traffic study would have to be done to see if the intersection warrants a four-way stop. Councilperson Murphy stated that he traveled Campbell Avenue last week, and it is six feet narrower than most streets, and he feels it would warrant a truck embargo. Councilperson Murphy commented that he was traveling 30 mph and vehicles were on his bumper or passing him. Councilperson Murphy stated that he doesn't believe lowering the speed limit will reduce speeding. Councilperson Anders stated that the Police Department does not enforce the embargo on Cedar Bend, and he won't support the embargo on Campbell unless the police enforce it. Acting Police Chief Tom Jennings stated that he will send additional officers to enforce the speed limit, and they would patrol the area at different times of the day. They will also use the trailer "Speedo" to slow down the traffic. Councilperson Getty stated that the council would like the Police Department to do additional enforcement of the area and use "Speedo" to slow down the traffic on Kimball and Fletcher Avenues for 30 days and install additional speed limit sign. With no further business before the council, it was moved by Jordan, seconded by Gronen that the meeting be adjourned at 4:35 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
