Moved by Jordan, seconded by Murphy that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. The Waterloo 2010 Millennium Plan was reviewed. Joe Vich, Chairperson of the Waterloo Millennium Plan, stated that there was a lot of support from the city, the Planning and Zoning staff and the Institute of Decision Making at UNI. Mr. Vich stated that a phone survey was done in January which reached over 600 residents, and that there were focus groups which included students and ethnic groups. Over the months there have been many presentations, and information gathered through e-mail, fax and the Mayor's DO IT line. Mr. Vich reported that a draft of the plan has been issued to organizations for their review. The organizations have been identified as key implementers within the draft plan. They were sent a listing of the specific goals and outcomes for which their organization was asked to take responsibility. The organizations were asked to endorse the overall Millennium Plan by October 15, 2000. Mr. Vich stated that each organization has six months to implement their part of the plan. Mr. Vich reported that a committee will be formed representing the six key areas of the plan. The key areas are: Education and Lifelong Learning, Neighborhoods and Diversity, Leisure and Cultural Opportunities for Waterloo, Health and Human Services, Responsive Public Safety and Local Government, and Community and Economic Development. Mayor Rooff thanked Mr. Vich, the Planning and Zoning staff and Randy Pilkington for their efforts in completing the plan. Mayor Rooff stated that the plan enforces what the city hears from our citizens, and that the plan captures what citizens want. Mayor Rooff stated that the plan will be sent back to the neighborhood associations for further input. Councilperson Anders asked if the plan includes plans for the Cedar River. Mr. Vich stated that it is a by-product of recreating the river to a recreational area where people want to go. Much like the downtown plan, it will work if you can show there is an interest in using the river for recreational purposes. With no further business before the council, it was moved by Getty, seconded by Jordan that the meeting be adjourned at 4:35 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
