COUNCIL WORK SESSION
September 18, 2000

Members present: Mayor Rooff, Anders, Jordan, Krizek, Murphy, Gronen, Getty, Berry.
Moved by Getty, seconded by Jordan that the Agenda, as proposed, be approved. Ayes: Seven.
Motion carried.
Tim Shea, Superintendent of Water Pollution/Flood Control, reviewed a supplemental agreement
with Earth Tech to provide plans and specifications for removal/abatement of asbestos and lead
paint at the Digester Complex. Mr. Shea stated that the fact that these materials could pose
hazardous conditions when disturbed during the Digester Projects warrants that the city proceed
to abate the situation. Mr. Shea stated that the general contractor is concerned about the lead
paint and is concerned for his employees. Mr. Shea stated that time is of the essence as time is
running out on the federal grant. Mr. Shea stated that he feels it was the responsibility of the
contractor to bring this issue to the city's attention at the beginning of the contract, but to keep
the project on track he recommends the council approve the project. It is estimated the cost for
asbestos removal will be between $5,000.00 and $10,000.00 and the cost for lead based paint
removal will be between $100,000.00 and $150,000.00. The removal/abatement of asbestos and
lead paint is grant eligible.
With no further business before the council, it was moved by Murphy, seconded by Gronen that
the meeting be adjourned at 4:38 p.m. Ayes: Seven. Motion carried.
