Moved by Berry, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Black Hawk County gave a presentation of the Geographic Information System (GIS). The Geographic Information System provide a means of linking elements, such as a parcel number, on a digital map to a database. The information in the data base can be linked to other data such as pictures, scanned documents, reports and other data bases. The GIS enables the user to enter, store, analyze and retrieve data efficiently. A GIS enables us to superimpose a variety of graphical information, one layer on top of another. This provides a method to see relationships between these layers that might not otherwise be apparent. There are three parts to a Geographic Information System. The Geographic side with the graphic capabilities that the map affords; the Information side with the many types of databases that are available, and the System side where spatial analysis tools are used to gather information using both the graphic and database sides of a GIS. Some of the uses of a Geographic Information System include: zoning maps, rezoning notification and document tracking, land use planning, demographic studies, redistricting, community marketing and promotion, permitting, inspections, crime incident mapping and analysis, city owned property inventory and vacant land inventory. Jerry Stevens, from Waterloo Water Works, gave a presentation on their use of the Geographic Information System. Eric Thorson, City Engineer, stated that they would like to have access to this system so that the city can start developing layers. Mr. Thorson stated that we already have the equipment. Mr. Thorson stated that he would like the council to approve a 28E Agreement with Black Hawk County to use the Geographic Information System. Councilperson Getty asked that another council work session be scheduled to discuss the 28E Agreement with Black Hawk County to use the Geographic Information System. With no further business before the council, it was moved by Gronen, seconded by Berry that the meeting be adjourned at 5:25 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
