HomeMy WebLinkAbout12.11.2000 (2)COUNCIL WORK SESSION December 11, 2000 4:30 p.m. Council Chambers Members present: Mayor Rooff, Jordan, Anders, Krizek, Murphy, Gronen, Getty, Berry. Moved by Krizek, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. The drainage issues related to the Pine Meadows Addition subdivision located north of Platt's and K-Mart on University Avenue were reviewed. Bill Claassen, of Wayne Claassen Engineering & Surveying, Inc., stated that there is not going to be much impact on increasing the imperviousness, and in fact it should be quite negligible. Mr. Claassen stated that the net effect is a benefit to the area by getting more of the flow into the pipe until it goes into the street system. Mr. Claassen stated that the 27" storm sewer will be extended on either side of the street to collect water coming from the Hy-Vee area and further to the east. Mr. Claassen stated that an area has been left to allow room for a small water retention pond if the city chooses to buy the land for a detention basin. The LeComptes will extend the sewer pipe but will not build a detention pond. There will be berms around the current drainage stream through the property which would direct more water off surrounding properties and into the storm sewer. Mr. Claassen stated that the water will still spill into the streets during very heavy rainfall, which is where it is suppose to go during storms. Mr. Claassen reported that the development will have six lots on 20 acres and Tract D will be used as a pasture for the horses. David LeCompte stated that they are planning to have horses in the subdivision, but it is not their intent to sell the lots as equestrian lots. The LeComptes are selling them as large lots with trees on them. Mr. Claassen stated that the berms will force water to the streets, and that a detention pond would decrease the frequency of water jumping over the cul de sac to the streets. Councilperson Getty stated that at the Technical Review Committee meeting there were concerns as to who would maintain Tracts C and D. Don Temeyer, City Planner, stated that the Deed of Dedication will name the LeComptes as maintaining the tracts. Eric Thorson, City Engineer, stated that it would cost approximately $20,000 to $25,000 to construct a detention pond in the area, with excavation, grading, sanding and acquisition of the land. Mr. Temeyer reported that the zoning ordinance allows a property owner to have four horses on one acre of property in the city limits. Councilperson Getty stated that there could be six barns and 16 to 18 horses in the middle of town, and he has a problem with putting horses in the city limits. Councilperson Getty stated that he does not like the idea of all the drainage water going down the street. Mr. LeCompte stated the storm water issue is an existing problem, and that the development will not impact anything that is going on right now in the area, and the development is not exacerbating the situation. Mr. Temeyer noted that existing neighbors have footings and drains that go into the sanitary sewer causing the problem. Mayor Rooff commented that all new houses are required to have back flow preventors, but this area has a lot of cross connection problems. Mayor Rooff stated that the people in the area will continue to have problems whether there is development or not. Mayor Rooff commented that we need to determine the impact of a detention pond down stream. Mr. Claassen commented that he has not studied the impact of a detention pond as it is not a requirement for the development. Council Work Session December 11, 2000 Page 2 Councilperson Anders stated that the city would need to purchase the land from the LeComptes if we are going to put in a detention pond. Mr. Thorson commented that the engineers have done a good job of maximizing the use of the storm sewer. Mr. LeCompte noted that they are planting pine trees so that there will be privacy from the businesses in the area. Mr. LeCompte stated that the impact the subdivision will have on storm water in the area will be nil, and there may even be some improvement. Mr. Claassen stated that a detention pond could make a difference during hard rainfalls for those down below. Mr. Claassen stated that the source of the water is not coming from the subdivision but because of the size of the storm sewer. Councilperson Berry stated that she feels what the LeComptes are planning will help the situation. Councilperson Berry stated that she does not think its fair that the LeComptes are subjected to this when the problem is already there. With no further business before the council, it was moved by Getty, seconded by Berry that the meeting be adjourned at 5:20 p.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
