On Proposed Plans. Specifications, Form
of Contract, For Asbestos Abatement
Services. Contract AB-2022-02-04P
for properties located at 300 Allen Street,
307 Sumner Street. 335 Sumner, and
615 Glenwood Street
RECEIVING OF BIDS
Sealed proposals will be received by the
City Clerk of the City of Waterloo, Iowa at
City Hall, 715 Mulberry Street. Waterloo,
Iowa, no later than 1:00 p.m., Thursday,
February 10, 2022. for Asbestos Abate-
ment Services, Contract
AB-2022.02-04P, for properties located at
300 Allen Street, 307SumnerStreet, 335
Sumner Street, and 615 Glenwood Street,
as described in detail in the plans and
specifications now on file in the Office of
the City Clerk.
OPENING OF BIDS
All proposals received will be opened in
the Harold E. Getty Council Chambers in
City Hall of said City, on the 10th day of
February, 2022 at 1:00 p.m., and the
proposals will be acted upon at such later
time and place as may then be fixed by
the City Council. The bid opening will be
livestreamed an YouTube and made
available on the city website.
PUBLIC HEARING
A public heanng will be held on the 21st
day of February. 2022 al 5:30 pm in the
Council Chambers in the City Hall in the
City of Waterloo. Iowa, on the proposed
plans. specifications, and form of con-
tract. for Asbestos Abatement Services,
Contract AB.2022-02-04P. for properties
located at 300 Allen Street, 307 Sumner
Street. 335 Sumner Street. and 615
Glenwood Street.
The proposed plans, specifications, and
form of contract for said project are now
on file in the office of the City Clerk for
public examination, and any person
nterested therein may file written objec-
tion thereto with the City Clerk before the
data set for said hearing, or appear and
make objection thereto with the City Clerk
before the date sal for said hearing, or
appear and make objection thereto at the
meeting set forth above.
Anyone who is interested may appear al
said time and place and be heard or may
file written objection with the City Clerk,
City Hall, Waterloo, Iowa before the date
set for said hearing.
SCOPE OF WORK
A. All services must be performed in
accordance with all applicable codes and
ordinances of the City of Waterloo. Iowa,
accepted professional standards and best
practices, as well as all applicable
Federal and State regulations, including
but not limited to asbestos Statutes and
Rules (published by the Iowa Division of
Labor), 40 CFR Pan 61, National
Emissions Standards for Hazardous Air
Pollutants (NESHAP), as well as applica-
ble State regulations of the Iowa
Department of Natural Resources. The
Contractor shall hold and maintain an
asbestos permit issued by the Iowa
Division of Labor, and all personnel who
perform work on the Protect shall hold
and maintain an Iowa asbestos license
issued by the Iowa Division of Labor.
B. Remove ACM as identified in the
asbestos surveys included as Exhibit "B"
C. Document amounts of ACM 'emoved
from each structure
D. Document ACM disposal at the Black
Hawk County landfill through the use of
landfill tickets and provide copies to the
project manager.
E. At the request of the City given with
reasonable advance notice, attend meet-
ings of the City relative to the work set
forth in this Agreement.
F. Provide other services as requested by
the City as may be necessary to
implement the asbestos abatement proj-
ect.

Chapter 26 of the City Code of Iowa and
upon order to the City Council of said
Waterloo. Iowa, on the 7th day of
