The Council of the City of Waterloo, Iowa, met in Special Session at City Hall Council
Chambers, Waterloo, Iowa, at 8:30 a.m., on Thursday, June 20, 2002. Mayor John R. Rooff
in the Chair. Roll Call: Berry, Welper, Greenwood, Clark, Jordan, Hurley, Getty.
117139 - Jordan/Greenwood
that the Agenda, as proposed, for the Special Session on Thursday, June 20,
2002, at 8:30 a.m., be accepted and approved. Ayes: Six. Absent: Berry.
Motion carried.
117140 - Getty/Greenwood
that copies of the Call for the Special Session be received and placed on file.
Ayes: Six. Absent: Berry. Motion carried.
Berry now present at 8:34 a.m.
117141 - Jim Walsh, City Attorney, stated that labor negotiation is an approved topic of
Executive Session pursuant to Iowa Code Section 20.17(3)(2001).

that the Council adjourn to Executive Session at 8:36 a.m. Ayes: Seven.
Motion carried.
EXECUTIVE SESSION
117142 - Berry/Welper
that the Council adjourn Executive Session at 9:07 a.m. Ayes: Seven. Motion
carried.
117143 - Jordan/Welper
that "Resolution approving four year agreements with Health Care Advantages,
LLC and Iowa Laborers District Council Health and Welfare Fund to provide
health, dental and prescription insurance, subject to attorney's opinion as to
form, and approving wage increases as set out in Jerry Thompson's memo as
follows: 2.0 percent on July 1, 2002, 2.0 percent on January 1, 2003, 3.5
percent on July 1, 2003, 3.5 percent on July 1, 2004 and 3.5 percent on July 1,
2005 and for the city to make payments into VEBA accounts for each full-time
employee in the total amount of $3,500.00 over four years on a schedule as
stated in said memo", be adopted and Mayor and City Clerk authorized to execute
same. Ayes: Four. Nays: Greenwood, Clark, Hurley.
Resolution adopted and upon approval by Mayor assigned No. 2002-370.
