Members present: Mayor Rooff, Getty, Murphy, Jordan, Krizek, Gronen, Collier, Anders.
Moved by Jordan, seconded by Collier that the Agenda, as proposed, be approved. Ayes: Seven.
Motion carried.
The F.Y. 1999 Window on Waterloo - Phase V Project, Contract No. 579 was reviewed.
Craig Ritland, Landscape Architect, stated that the project consists of the construction of the Leo
P. Rooff Recognition Area, installation of brick pavers and 11 new 5-globe antique lights north of
the elevated portion of Highway 218, and the planting of new trees and shrubs in the same area of
Highway 218 between West Sixth Street and West Park Avenue.
A recognition wall will be constructed along the bike path on the comer of Washington & 46
Street briefly describing the role former Mayor Leo Rooff had in bringing the Interstate
Substitution System to the city. The materials include steel signs and frames, a brick and concrete
bench. The wall will contain an inscription and will be lighted. There will be two plaques
recognizing the current administration and Mayor Leo RoofJ's administration. The whole length
of the wall will be a bench with a drinking fountain and bike racks.
Kevin Blanchard of INRCOG stated that he has been working with Resources Plus who hired an
historian to identify historic sites adjacent to bike trails. Historic Plaques will be posted along the
bike trail. The expected completion date is October 1999. ICETEA funds in the amount of
$644,000 will be used for the project.
With no further business before the council, it was moved by Getty, seconded by Jordan that the
meeting be adjourned at 5:40 p.m. Ayes: Seven. Motion carried.
