HomeMy WebLinkAbout07.12.1999JOINT WATERLOO.AIRPORT COMMISSION/COUNCIL WORK SESSION July 12, 1999 5:15 p.m. Council Chambers Members present: Mayor Rooff, Getty, Murphy, Krizek, Gronen, Collier, Anders. Members absent: Jordan. Also present: Carl Meyer, Tunis DenHartog, Theresa Ho man, Chris Harshbarger, Steve Mulder, Kim Bakker. Moved by Murphy, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Six. Absent: Jordan. Motion carried. Discussion was heard regarding the proposed parking ordinance for the Waterloo Airport. Mayor Rooff stated that who should be authorized to write tickets at the Airport should be set as a policy of the Airport Commission. Mayor Rooff commented that the City Clerk and City Attorney are authorized to void tickets, and he believes they should continue to have that authority. Mr. DenHartog stated that he feels enforcement of parking regulations at the airport should be handled through an administrative policy of the airport. Kim Bakker, Assistant Director of Aviation, stated that tickets have been written to the violators, and they have talked with airline personnel. Councilperson Anders stated that it is his understanding that Waterloo Fire Rescue personnel will not write tickets on the weekend when airport personnel are not on duty. Councilperson Anders commented that Fire Rescue personnel should be asked to write parking violation tickets on the weekends, and they should check the parking every two hours. Mayor Rooff will ask Fire Chief Frank Magsamen to have Fire Rescue personnel monitor parking at the airport on the weekends and write tickets when necessary. Sang-Ki Han, Assistant City Attorney, stated that ticket fines for parking violations are set by Iowa State Code. Mr. Han stated that airport personnel should continue what they have been doing but increase enforcement of parking. Councilperson Anders suggested that the proposed ordinance be changed to allow the City Clerk and the City Attorney to void parking violation tickets. Councilperson Getty stated that city personnel will do the necessary painting of stripes at the airport. Mayor Rooff suggested that the airport look at obtaining a scanner to scan luggage of customers even though they do not have to comply until 2001. Steve Mulder now present at 5:43 p.m. Chris Harshbarger now present at 5:44 p.m. Steve Mulder reported that the Airport currently does not have a budget, and that the Airport has asked Cedar Valley for the jet set money. Mr. Mulder stated that Cedar Valley has requested documentation on what the Airport has done and what they anticipate using the jet set money for. Mr. Mulder reported that the Marketing Committee has voted to approve Plan B of the Marketing Plan to expand the airport. Mr. Mulder commented that Ad -Fax has done a tremendous job keeping the airport out front. Mr. Mulder stated that the commission's good intentions should warrant the highest trust possible and no second guessing. Mayor Rooffstated that the members have been appointed to the commission to keep him and the council informed on what the commission is doing. Mayor Rooff stated that the airport's infrastructure needs to be maintained. Mayor Rooff stated that members of the commission are Joint Work Session July 12, 1999 Page 2 his appointments, and he wants to make sure everyone is informed and part of the decision making. Councilperson Getty stated that he believes airport maintenance personnel need to be under the city's centralized maintenance. Mr. Mulder commented that maintenance personnel are busy all the time, and that they are short staffed. Mr. Mulder stated that he disagrees with putting airport maintenance under city centralized maintenance. Councilperson Getty commented that it seems to him that the airport wants to be autonomous. Mr. Mulder stated that it is all about communication, and they do not want to go back to the old perception. Mr. Meyer stated that Kim Bakker has done a marvelous job. Mr. Meyer stated that the airport needs a new Director of Aviation. Mr. Meyer stated that instead of requesting resumes, he would like the commission to work with Burns and McDonald in searching for candidates for the position. Mr. Meyer stated that they would like Burns and McDonald to suggest candidates they feel would work for Waterloo, and the commission will conduct the interviews. Mr. Meyer stated that the commission hopes to find a director by August 15, 1999. They would like to find someone who can work with the current staff and make the commission's job easier. Mr. DenHartog stated that the airport needs a budget, and that the airport needs another maintenance person. The airport only has three maintenance workers for a large building. Mr. DenHartog noted that the airport is spending money that is not budgeted. Mr. DenHartog asked if the city is going to give the airport additional funds Mr. Meyer stated that the airport installed a new hangar door that was not budgeted. Mr. Meyer stated that the jet set funds are doing nothing, and that the Marketing Committee has accomplished a lot in four months. Mr. Meyer stated that the airport needs to find funds to pay consulting bills. Mayor Rooff stated that Cedar Valley has no problem releasing the jet set money, they just want accountability. Mr. Meyer stated that the airport will set out a plan on what the money will be used for. Mayor Rooff stated that he and the council believes in the commission, but they want to know what the commission is doing and to help when necessary. Mayor Rooff commented that the city has the same relationship with the Public Library and Waterloo Water Works. With no further business before the council, it was moved by Getty, seconded by Collier that the meeting be adjourned at 6:20 p.m_ Ayes: Six. Absent: Jordan. Motion carried. Nancy Eckert City Clerk
