Moved by Jordan, seconded by Collier that the Agenda, as proposed be approved. Ayes: Five. Absent: Getty, Krizek. Motion carried. The agreement with the Iowa Department of Transportation for traffic safety funding in the amount of $44,397.00 for traffic signal improvements on Ridgeway Avenue and Hillcrest Road was reviewed. Tim Mrozek, Traffic Engineer, stated that this intersection warrants the traffic signal upgrade. The funds will be used to purchase material only. Mr. Mrozek stated that IDOT funds are site specific and can only be used for signal improvements on Ridgeway Avenue and Hillcrest Road. The improvements will interconnect with Ridgeway and Kimball. Mayor Rooff stated that the city is also looking at a signal change at the San Marnan Drive and Flammang Drive intersection as it is hard for semi -trucks to turn at that intersection. Mayor Rooff commented that he has asked the Traffic Department to look at installing a slip ramp for left hand turns to 9th Street off of Highway 21 North. The agreement with Howard Green Company, Consulting Engineers, was reviewed. The agreement allows Howard Green Company to write an application for environmental assessment funds. The city will submit the application to the Environmental Protection Agency (EPA). The city could receive up to $200,000.00 over two years to fund environmental assessments along the Riverfront from the Rath site to downtown and the CMC site. The consultant's fee would not exceed $12,400.00, which would be available from the Rath account. The project would also give the city access to EPA clean-up funds if any sites are identified with the study. The submission of the application could help the city to assess, safely cleanup and promote reuse of the brownfields. The agreement with Howard Green Company is on tonight's council agenda. With no further business before the council, it was moved by Murphy, seconded by Collier that the meeting be adjourned at 5:51 p.m. Ayes: Five. Absent: Getty, Krizek. Motion carried.
