Moved by Getty, seconded by Jordan that the Agenda, as proposed, be approved. Ayes: Six. Absent: Collier. Motion carried. A proposed lease agreement with U.S. Cellular Wireless Communications to place a cellular tower between U.S. 218 and Texas Road was reviewed. The cellular tower will use stealth technology to appear to be a flag pole on a portion of the property that will be the site of the Welcome to Waterloo sign adjacent to U.S. 218. The proposed lease is for an initial period of 25 years with U.S. Cellular Wireless Communications paying the city $40,000.00 as a one-time payment. The company will also contribute $2,000.00 to the city to provide additional landscaping on the site. U.S. Cellular Wireless Communications also agrees to provide two flags to the city and pay for the night time lighting of the flag pole. There is a renewal option that could extend the life of the agreement an additional term of five years at a cost of $10,000 per renewal period which could be extended four additional times for a total of 20 years. This item is on tonight's council agenda to set the date of hearing as November 2, 1998. The proposed Consolidated Urban Revitalization Area (CURA) and an Enterprise Zone application were reviewed. Don Temeyer, City Planner, stated that the boundaries for the Enterprise zone encompasses the Illinois Railroad tracks to Conger, to Fairview across the river, to Black Hawk, Fletcher, Reber, Kimball, Campbell, 18th Street to the river and Illinois Railroad tracks. There are approximately 5 square miles. All qualified real estate in a revitalization area is eligible to receive a partial exemption from taxation on the actual value added by improvements. The exemption is for a period of ten years. The amount of the partial exemption is equal to a percentage of the actual value added by improvements. All qualified real estate is eligible to receive a three year, 100 percent tax exemption on the actual value added by the improvements. The city council may designate an area as an Urban Revitalization Area if it meets at least one of four criteria established by the state. Mayor Rooff stated that there are nine banks who are working together to come up with a program for low-income people to have affordable housing. The city's funds will be used as down payment assistance. With no further business before the council, it was moved by Getty, seconded by Murphy that the meeting be adjourned at 5:34 p.m. Ayes: Six.
