Mayor John R. Rooff in the Chair. Roll Call: Getty, Jordan, Krizek, Murphy, Anders, Collier, Mollenhoff. Mayor Rooff called the meeting to order at 9:30 a.m. 108670 - Jordan/Collier that the Agenda, as amended, for the Special Session on Monday, June 30, 1997 at 9:00 a.m., be accepted and approved. Ayes: Seven. Motion carried. 108671 - Mollenhoff/Murphy that copies of Call for the Special Session on Monday, June 30, 1997 at 9:00 a.m., be received and placed on file. Ayes: Seven. Motion carried. UNFINISHED BUSINESS 108672 - Krizek/Mollenhoff that communication from Mayor John Rooff transmitting recommendation of appointment of Greg Stibal, Bruce Estabrook, Jay Koweil, Doris Kelly and Donna Nelson to the Main Street Waterloo (Redevelopment Authority) effective July 1, 1997, with term expiration date of July 1, 1998, be received, placed on file and approved. Getty, Jordan, Krizek, Also present: City Attorney Jim Walsh, City Clerk Susan Mayor Rooff called the meeting to order at 9:00 a.m. Moved by Jordan, seconded by Collier that the Agenda,. be approved. St. Paul makes payments to claimants and requests reimbursement from the city on a monthly basis for the city's share of self - insured deductible. Gallagher proposes that a loss fund bank account be established for them to write payments for claims up to $10,000 (or a specified agreed amount) or the city can write claim payments for its accounts payable system at the direction of the third party administrator. Coverage for sexual harassment is silent in the Arthur Gallagher proposal. City Attorney Jim Walsh stated that the city has a history with St. Paul who has been the city's insurance carrier for the past five years. We have established a good working relationship with St. Paul. St. Paul uses local attorneys for outside counsel, they advance money for expert testimony, and St. Paul does not always charge for some administrative services. Mayor Rooff stated that PDCM submitted two quotes. One from St. Paul Fire and Marine in the amount of $279,869, and one from Penco, who submitted a quote of $303,000 annual premium for the same coverage as quoted by St. Paul Fire and Marine. Arthur Gallagher submitted a quote of $221,696, which includes a third party administrator, and is approximately $58,000 less per annual premium than St. Paul. In answer to a question, City Clerk Susan Fang an stated that St. Paul processes approximately ten claims per month at a cost of $200.00 to $5,000.00 per month.
