Roll Call: Iowa, met in Special Session at City Hall Council on Tuesday, February 23, 1993. Mayor Albert C. Dell, Fox, Angel, Buck, Wright, Budak, Lemke. 100776 - Moved by Wright, seconded by Buck that the Calls of the Special Session for the FY 1994 Budget be received and placed on file. Motion carried. 100777 - Moved by Buck, seconded by Angel that the Agenda, as proposed, for the Special Session on Tuesday, February 23, 1993, at 5:00 p.m., be accepted and approved. Motion carried. 100778 - Moved by Budak, seconded by Lemke that proof of publication of notice of public hearing on the proposed F.Y. 1994 Budget for the City of Waterloo, Iowa, as published in the Waterloo Courier on February 17, 1993, be received and placed on file. Motion carried. 100779 - HOLD HEARING --This being the time and place of public hearing, the Mayor called for written and oral objections. Discussion was heard from the following citizens. John Mardis, a member of the MET Transit Policy Board and Chair of Emergency Management; Dick Witham; Mel Duncan, President of Casting Services Inc., 2859 Wagner Road; Dave Johnson; Ed Jensen, Vice President of Sales and Marketing at Schoitz Engineering; Mel Smelser, 2235 Temple; Rick Young, Board of Cedar Valley Partnership; and Judy Carmack, Operation Threshold; Corkery Bourland, Advisory Board of RSVP; Bill Shepard, Waterloo Municipal Band; Jackie Stallberger, 441 Woodcrest; Brian Nichols; Dave Byford; Rich Knief, President of Waterloo Police Protective Association; Herb Lentsch, 715 Martin Road; Karon Keefe, 343 Prospect Avenue; Lyle Taylor, 826 Skyview Road; Ray Dial, 2221 Rainbow Drive; Richard Gleason, 420 Oaklawn; Charles Peyton, 220 Linwood Avenue; Bob Smith, 2211 W. Third Street; Bob Molinaro, 3545 Augusta Circle; and Darwin Lies, 229 Bourland Avenue. Moved by Buck, seconded by Budak that the hearing be closed and oral comments be received and placed on file. Motion carried. The Mayor called a 15 minute recess at 7:09 p.m. RECESS The Mayor called the meeting to order at 7:37 p.m. with all members present. 100780 - Additional comments were presented from council members and city staff. 100781 - Moved by Fox, seconded by Lemke that the Community Protection Activity in the amount of $13,187,409 be approved. Ayes: Seven. Motion carried. 100782 - Moved by Lemke, seconded by Fox that the Human Development Activity in the amount of $5,149,062 be approved. Ayes: Six. Nays: Dell. Motion carried. 100783 - Moved by Budak, seconded by Lemke that the Home and Community Environment Activity in the amount of $36,690,050 be approved Ayes: Seven. Motion carried. 100784 - Moved by Buck, seconded by Angel that the Policy and Administration Activity in the amount of $11,621,570 be approved. Ayes: Seven. Motion carried. 100785 - Moved by Buck, seconded by Lemke that the F.Y. 1994 Budget be approved and "Resolution approving F.Y. 94 Budget for the City of Waterloo in an amount of $66,648,091", be adopted and Clerk/Auditor instructed to certify said amount to County Auditor. Ayes: Seven. Resolution adopted and upon approval by Mayor assigned No. 1993-112. 100786 - Moved by Wright, seconded by Budak that the Budget Levy for the F.Y. 1994 Budget be set at $20.06 per thousand dollars of valuation.
