HomeMy WebLinkAbout05.21.1991May 2i, 1991 The Councilof the City of Waterloo, Iowa, met in Special Session at City Hall Council Chambers, Waterloo, Iowa, at 4:00 p.m. on May 21, 1991. Mayor Bernard L. McKinley in the Chair. Roll Call: Dell, Fox, Angel, Buck, Wright. Absent: Brown, Budak. 97455 - Moved by Buck, seconded by Dell that the Agenda, as amended, for the Special Session on May 21, 1991, at 4:00 p.m., be accepted and approved. Motion carried. HEARING 97456 - Moved by Dell, seconded by Fox that proof of publication of notice of public hearing on an application to Department of Housing and Urban Development for funding of $734,000 for development of 10 units of new construction public housing to be made available for homeownership opportunity to low income families in the Waterloo Target Area, as published in the Waterloo Courier on May 7, 1991, be received and placed on file. Motion carried. 97457 - HOLD HEARING --This being the time and place of public hearing, the Mayor called for written and oral objections. Deb Collett, Executive Director of the Waterloo Housing Authority, explained the proposed application to the Department of Housing and Urban Development for ten units of public housing new construction single family dwellings to be located in the City's Target Area, generally located within an area bounded by East Franklin Street, First Street, the river and Utica Street. Income eligibility guidelines were discussed. Ms. Collett stated that the new structures will be built on vacant lots and, hopefully, will be blended into the character of the neighborhood. Councilperson Wright now present at 4:09 p.m. Pat Keebler, Executive Director of Operation Threshold, expressed her concern that it would be affordable housing for our low-income residents. Moved by Dell, seconded by Angel that the hearing be closed and oral and written comments be received and placed on file. Motion carried. 97458 - Moved by Buck, seconded by Fox that "Resolution of cooperation", be adopted. Ayes: Five. Absent: Budak, Brown. Resolution adopted and upon approval by Mayor assigned No. 1991-288. 97459 - Moved by Buck, seconded by Fox that "Resolution in support of public housing", be adopted. Ayes: Five. Absent: Budak, Brown. Resolution adopted and upon approval by Mayor assigned No. 1991-289. 97460 - Moved by Buck, seconded by Fox that "Resolution approving application to the Public Housing Agency for front-end ACC and for approving application in compliance with Section 403A.5 of the Iowa Code", be adopted. Ayes: Five. Absent: Budak, Brown. Resolution adopted and upon approval by Mayor assigned No. 1991-290. May 21, 1991 Page 2 97461 - Moved by Buck, seconded by Angel that the beer permit for the Chamber of Commerce to operate a beer garden in conjunction with My Waterloo Days on June 2, 1991, on the south side of Cedar River north of John Deere Foundry during Power Boat Races, subject to all other requirements and state approval be received, placed on file and approved.
