Mayor Bernard L. McKinley in the Chair. Roll Call: Fox, Buck, Wright, Budak, Brown. Absent: Dell, Angel. 97582 - Moved by Wright, seconded by Fox that copies of the Call of the Special Session of June 12, 1991, at 11:00 a.m., be received and placed on file. Motion carried. 97583 This being the time and place fixed in the published notice for the consideration of the proposals for the purpose of $5,300,000 Corporate Purpose General Obligation Bonds, the Council proceeded accordingly. The Mayor announced that the time had arrived for receipt of bids for said bonds. Moved by Budak, seconded by Brown that the following sealed bids be received, placed on file, but NOT OPENED and sealed bidding closed: Name of Bidder 1. Clayton Brown & Associates, Inc. and Griffin, Kubik, Stephens & Thompson, Inc. and Kemper Securities Group, Inc., Chicago, Illinois 2. Chiles Heider, Division of Lehman Brothers, Inc., Omaha, Nebraska 3. Harris Trust and Savings Bank and Norwest Investment Services, Inc. and Associates, Chicago, Illinois 4. Piper, Jaffray & Hopwood, Inc. and Kidder, Peabody & Co., Inc. and Northern Trust Securities and Associates, Minneapolis, Minnesota Motion carried. 97584 - Moved by Buck, seconded by Wright that proof of publication of notice of public meeting on the issuance of $5,300,000 Corporate Purpose General Obligation Bonds, as published in the Waterloo Courier on June 3, 1991, be received and placed on file. Motion carried. 97585 - Moved by Brown, seconded by Budak that the Clerk/Auditor be instructed to open all sealed bids which were as follows: Name of Bids Net Interest 1. Piper, Jaffray & Hopwood, Inc. and Kidder, Peabody & Co., Inc. and Northern Trust Securities and Associates 6.5394% Motion carried. 97586 - Dick Pavia, Speer Financial, Inc., reported that the low bid of Clayton Brown & Associates, Inc. and Griffin, Kubik, Stephens & Thompson, Inc. and Kemper Securities Group, Inc. is a very competitive bid. He reported that this issuance was insured by AMBAC at an approximate cost of $30,000, which results in a total issuance savings of approximately $40,000. The City of Waterloo retained its Baa bond rating by Moodys Investment Services. Even though Moodys sensed a turnaround in the economy, the tax base has not yet rebounded to warrant an upgrade. He recommended that the bid of Clayton Brown & Associates, Inc. be approved. June 12, 1991 Page 2 Moved by Buck, seconded by Wright that "Resolution authorizing sale and award of $5,300,000 General Obligation Bonds and authorizing the agreement of such sale and award to Clayton Brown & Associates, Inc. and Griffin, Kubik, Stephens & Thompson, Inc. and Kemper Securities Group, Inc.", be adopted. Ayes: Five. Absent: Dell, Angel. Resolution adopted and upon approval by Mayor assigned No. 1991-334. 97587 - Moved by Fox, seconded by Brown that the Clerk be instructed to return the unsuccessful bids and checks.
