that the Agenda, as proposed, be approved. Voice -vote Ayes: Seven. Motion carried.

that the Minutes, as proposed, for the Council Work Session on Monday, March 21, 2022, at
3:40 p.m., be accepted and approved. Voice vote -Ayes: Seven. Motion carried.
Objective: Discussion of amendments to the City Clerk's Office and Fire Department city code
sections.
Kelley Felchle, City Clerk and Pat Treloar, Fire Chief discussed the proposed changes to the
ordinance with the city council. The city council indicated they supported the changes.
Objective: Discussion of amendments to Title 1 of the city code.
Kelley Felchle, City Clerk discussed amendments to Title 1 of the city code with the city council.
The discussion ended on Section 1-4A-36(B) and another work session would be scheduled for
a future date to continue discussing the proposed changes. At the future work session, the council
would discuss a new Code of Ethical Conduct and amendments to the procedure for censure.
Objective: Discussion of a signing bonus for certified police officer lateral transfers.
Joel Fitzgerald, Police Chief, Rob Camarata, Police Sergeant, and Justin Thomas, consultant,
discussed a proposed signing bonus for certified police officer lateral transfers with the city
council. Mr. Boesen requested an additional work session to further discuss the details of the
proposal.
Objective: Discussion of FY2022 audited financial statements.
Michelle Weidner, Chief Financial Officer, and Kevin Smith, auditor with RSM US, LLP,
presented the findings of the FY2022 audited financial statements to the city council. The audit
demonstrated that the city is in a healthy financial position.
