Members present: Craig White in the Chair, Mike Hudson, Randy Miller, Terry Scheffert, Scott
McDonald, Mel Wittwer, Don Ticknor, Marilyn Robinson, Frank McCaw, James Lentfer, Mike
Mrzlak, John Mrzlak, (A), David Grimm and Angela Hickok (A). .
Absent: Matt Carpenter (A)
Also in Attendance: LeAnn Even, Secretary, City of Waterloo.
Moved by Miller, seconded by J. Mrzlak, that the Agenda be approved. Ayes: 14. Motion
carried.
Moved by Miller, seconded by Wittwer, that the Minutes of March 23, 2022, be approved.
Ayes: 14. Motion carried.
Citizen's Oral Comments
None
Treasurer's Report - Vacant
LeAnn Even read the current balances as of April 27, 2022. The Brick Fund - $7,901.35; Flag
Fund - $205.26; Courbat Memorial Fund - $1,000.00; Special Projects Fund - $500.00; Artifacts
Project Fund - $140.97.
Moved by J. Mrzlak, seconded by Scheffert, that the Treasurer's report be received and placed
on file. Ayes: 14. Motion carried.
Moved by J. Mrzlak, seconded by Scheffert to pay the bills. Ayes: 14. Motion carried.
Moved by Miller, seconded by Lentfer, to approve depositing $87.00 from the sale of buttons to
the Artifacts account. Ayes: 14. Motion carried.
Chairperson's Report
Chair Craig White reported there will be a Peace Officer Remembrance, May 17, 2020, 10:00
a.m. and arranged for members to be available to assist and that $51,000.00 was raised at the
Honor Flight fundraiser. 80 vets and 70 chaperones are scheduled for the May 11, 2022 flight.
Committee Reports
Building, Grounds & Operations — Chairperson Mel Wittwer
Mel Wittwer reported he turned in $250.00 for sale of bricks. He is waiting for a total of 11
bricks that have already been invoiced and anticipates having them installed by Memorial Day.
There was discussion regarding tuck pointing, window glazing, sidewalk sealing, drain and
gutter cleaning and chimney repairs. There is also a need to protect the outside speaker system
from hornets.
Education/Historical — Chairperson Randall Miller
Jim Lentfer reported that they have started revisions to the Operating Procedures and will
coordinate with the City Clerk to amend the ordinance to be compliant with the revisions. There
was discussion by Randall Miller, regarding assigning and defining duties of committees,
volunteers for putting up flags and retirement of flags. It was discussed who would be putting up
flags in the future as the members are getting older, retired and no longer able to put the flags up
for Veterans events.
Motion by Lentfer, seconded by Miller to appoint Dave Grim as the Chairman of the Operations
Committee. All in favor. Motion carried.

Lentfer asked for input from other members for corrections or additions of the Operating
Procedures.
Finance/Fundraising — None. Position vacant.
Artifacts Preservation — Chairperson James Lentfer
Mel Wittwer presented a Powerpoint and explained the database for organization of Memorial
Hall artifacts and where items are located within Memorial Hall.
Unfinished Business —
New Business —
Miller communicated that Rolling Thunder will be participating and having an event at the 4th
Street Cruise and that Memorial Hall could be open for museum tours. It was suggested they
check with City Hall or Mayor Hart to make sure the current insurance covers guests associated
with the Cruise event.
With no further business before the commission, it was moved by Miller, seconded by Mrzlak,
that the meeting be adjourned at 6:00 p.m. Ayes: 14. Motion carried.
