RESOLUTION NO. 2022-389 RESOLUTION DIRECTING A STUDY ON THE COMPENSATION OF ALL NON -BARGAINING POSITIONS. WHEREAS, employees are the City of Waterloo's most valuable asset, and WHEREAS, due to the pandemic, private sector pay has increased significantly, making it difficult for public sector employers to recruit, hire, an retain employees, and WHEREAS, the City of Waterloo is experiencing difficulty attracting candidates to employment positions and Black Hawk County is studying its compensation system in an effort to stem a steady stream of employee resignations, and WHEREAS, on April 16, 2012 and June 18, 2018 the Waterloo City Council voted to reduce the recommended pay increase for non -bargaining employees, and WHEREAS, failure to approve recommended pay increases for non -bargaining employees has caused non -bargaining pay to fall behind similarly sized cities and created wage compression, and WHEREAS, the method for determining and approving pay increases for non -bargaining employees needs to be transparent and equitable across all departments and positions. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA, as follows: 1. That American Rescue Plan Act funds be utilized to pay for the study. 2. That the Human Resources Department identify, hire, and assist an outside company with conducting a compensation study for non -bargaining positions. 3. That the study commence by and be completed during FY2023. 4. That a policy be established for determining non -bargaining pay increases and that the increases be approved by Human Resources, the Chief Financial Officer, Mayor, and confirmed by the city council.
