October 25, 2017

Veterans Memorial Hall
Members present: Craig White in the Chair, Randall Miller, Richard Hastings, Scott McDonald,
Marcia Courbat, Don Ticknor, Mel Wittwer, Marilyn Robinson, Jim Petersen, Mike Mrzlak, Jim
Lentfer, and John Mrzlak(A).
Members absent: Chad Hill (A).
Also in Attendance: Nancy Higby, Administrative Secretary.
Moved by Miller, seconded by Petersen, that the Agenda be approved. Ayes: Eleven. Motion
carried.
Moved by Miller, seconded by Petersen, that the Minutes of September 27, 2017, be approved.
Ayes: Eleven. Motion carried.
Citizen's Oral Comments
Richard Hurtado briefly discussed highway signage, directional lighting for the meeting room
area, the need for more frequent emptying of the trash receptacle between the benches and
acquiring a microphone for meetings.
Treasurer's Report
Marcia Courbat read the Treasurer's Report for both September and October and submitted
checks for October brick sales totaling $350. The ending brick fund balance is $12,453.83.
Marcia commented that for future brick orders this year, the individuals must be told that the
bricks will not be placed until Memorial Day. Black Hawk Memorial also said no more than 25
bricks can be ordered at one time.
A discussion took place regarding the condition of the bricks, if there is an obligation to replace
damaged purchased bricks and the possibility of finding a new vendor. Marilyn Robinson will
research options.
Chairperson's Report
Craig White reported that there will be no more Honor Flights in 2017. He also stated that
planning still needs to be done for the Veterans Day program.
Committee Reports
Building, Grounds & Operations—Chairperson Richard Hastings
None.
Education/Historical—Chairperson Randall Miller
Randy Miller commented that the flags will be taken down on Wednesday, November 15 at 9:00
a.m. The Chamber of Commerce has asked to keep some flags up until the 18th of November.
Finance/Fundraising—Chairperson Marcia Courbat
Marcia reported that she has sent a letter to John Deere but has had no response as of yet. She
explained that the letter was sent to the local offices, since Moline is no longer handling grant
requests.
Artifacts Preservation— Chairperson Mel Wittwer
None.

Unfinished Business
Randy Miller inquired about the status of the quotes provided to the city following the
September meeting for electrical work and repair of the front steps.
Nancy Higby, Secretary, explained she is unaware of any decision.
New Business
Nancy Higby provided each commission member a copy of Chapter 11 of the City Code
regarding Composition and Membership as well as the Constitution and By-Laws for the
Memorial Hall Commission. Members were encouraged to review the documents and any
suggestion for change would be discussed at the next scheduled meeting.
Moved by McDonald, seconded by Lentfer that the November meeting be changed to November
15, 2017.
Moved by McDonald, seconded by Wittwer that the December meeting be changed to December
20, 2017.
With no further business before the commission, it was moved by Mrzlak, seconded by Miller
that the meeting be adjourned at 5:50 p.m.
