MEMORIAL HALL COMMISSION
May 24, 2017

Veterans Memorial Hall
Members present: Randall Miller.in the Chair. Richard Hastings, Scott McDonald, Marcia
Courbat, Don Ticknor, Mel Wittwer, Marilyn Robinson, Jim Petersen, Mike Mrzlak, John
Mrzlak(A), Jim Lentfer (A) and Craig White (arrived at 5:23 p.m.)
Members absent: Ronald Nielsen, Chad Hill (A).
Also in Attendance: Nancy Higby, Administrative Secretary.
Moved by Courbat, seconded by Petersen, that the Agenda be approved. Ayes: Nine. Motion
carried.
Moved by Petersen, seconded by McDonald that the Minutes of March 22, 2017, be approved.
Ayes: Nine. Motion carried.
Citizens Oral Comments
Mayor Quentin Hart acknowledged each of the commission members and thanked them for their
dedication and all they do for the Memorial Hall.
Treasurer's Report
Marcia Courbat provided an update on brick sales. The general fund balance as of May 24, 2017
is $12,713.98, with the flag fund showing a balance of$533.16.
Ms. Courbat explained she had a discussion with the City's CFO, Michelle Weidner, regarding
funds to support the Memorial Day events. Mayor Hart did also confirm that funds would be
made available moving forward, and instructed her to submit any invoices for payment.
Ms. Courbat submitted an invoice from Dickey's Printing in the amount of$265 for the printing
of the Memorial Day programs.
Marcia also submitted three invoices for payment, from Black Hawk Memorial totaling $250 for
the engraving of ten bricks at $25 each.
Moved by J. Mrzlak, seconded by Ticknor, that the invoices from Dickey's Printing and Black
Hawk Memorial, in the amounts of $265 and $250 respectively, be approved. Ayes: Nine.
Motion carried.

Committee Reports
Building, Grounds & Operations
Dick Hastings submitted a receipt in the amount of$20, for reimbursement for the purchase of
flowers for the urns outside the building.
Moved by Petersen, seconded by McDonald, to reimburse Mr. Hastings in the amount of$20 for
the purchase of flowers for the urns, be approved. Ayes: Nine. Motion carried.
Mr. Hastings commented that he had shown Mayor Hart, the areas of concern in and around the
building.
Mr. Hastings provided an update on several items, including the temporary removal of mats, due
to a slipping hazard. He has identified nine cabinets that need new keys, and suggested having

them keyed the same for convenience. He further explained that he was able to locate a set of 12
such locks at a price of$100 plus tax.
Mel Wittwer added additional explanation for wanting the locks to share one key.
Moved by McDonald, seconded by Ticknor, to purchase a said set of 12 locks in the amount of
$100 plus tax. Ayes:Nine. Motion carried.
Dick Hastings suggested the purchase of an early U.S. flag with just 29 stars, and suggested
displaying it upstairs, alongside the current U.S. flag, and the Iowa State flag. The cost would be
approximately $100 based on the size purchased. He further explained it would be an
educational piece for those who visit Memorial Hall.
Mr. Hastings reported that the Veterans Home has agreed to take any surplus kitchen/cooking
items that Memorial Hall is wanting to dispose of.
The bricks around the fountain have been repaired, however no bill has been sent. Mr. Mrzlak
offered to check on the bill.
Education/Historical
Randall Miller shared there will be a number of veterans and others individuals representing
different organizations visiting Memorial Hall on May 25th
Finance/Fundraising
Marcia Courbat explained that the grant was written, however because the building is city
owned, it will not be recognized.
Ms. Courbat commented that many volunteers have helped with the Memorial Day flags.
Artifacts Preservation
Mel Wittwer shared that the Vietnam Veteran display cabinet is up. He further shared that he
continues to search for WWI and WWII artifacts for permanent display, or rotation.
A brief discussion took place regarding the new lighting in the cabinets, and the delay is due to
lack of electrical outlets.

New Business
Randall Miller thanked everyone who helped to place over 120 flags downtown. He further
commented that the flags will continue to fly through Wednesday, July 12, 2017. The will be
removed and return back from Labor Day through Veterans Day.
James Lentfer commented that the brick walkway had been power washed, however it appears to
need additional cleaning before the Memorial Day event. He further suggested the hand rails be
cleaned of debris and spider webs.
Randall Miller suggested the Hall purchase a power washer with the brick money so that the
brick walkway can be maintained more regularly.
Dick Hastings shared that Michael Dennis' wife, Pattie, has offered a wheelchair and walker to
the Memorial Hall for use by visitors. He suggested sending a donation form for tax purposes be
sent.
Moved by Wittwer, seconded by McDonald to forward a charitable donation form for tax
purposes to Pattie Dennis for the donation of a wheelchair and walker. Ayes: Nine. Motion
carried.

that the meeting be adjourned at 5:38 p.m. Ayes: Nine. Motion carried.
