We are required to justify the public purpose for all expenses. One of the results of those requirements is that the City does not permit the purchase of tickets to social events, such as banquets and fundraisers, with any funding that flows through the Funds held with the city can be used for_advertising at fundraisingeventt. For example, city funds could be used to purchase an ad in a program for an event, or for a sign recognizing that the City of Waterloo Memorial Hall Commission supports the event. However, City funds cannot be used to purchase tickets or tables for commission members or other members of the public to attend that type of event. I have been asked in the past why donated funds cannot be used in that way. One way to look at that is that the donor made a donation to the City of Waterloo, whether to Leisure Services, the Center for the Arts or the Memorial Hall Commission (as examples). If the donor wanted to donate to another organization, they could and should have made that donatioft directly to that organization. I think all our citizens can appreciate how careful the city must be with funds entrusted to us, whether the source of the funds is property tax dollars or donations. I hope this clarifies the issue. Citizens Oral Comments Richard Hurtado said that he is looking for name suggestions and decorating ideas for a dance on April 8, 2016. It was suggested that a better opportunity to discuss this would be at the UAW meeting on 11/5/15 @ 5:30pm. Treasurer's Report Marcia Courbat gave the Treasurer's Report. Ms. Courbat reported that the commission has sold a total of 3004 bricks totaling $151,400.00. The Brick Fund had a beginning balance of $12,459.22. Six bricks were engraved at a cost of $150.00. Ms. Courbat submitted checks totaling $300 for new brick purchases, bringing the new total to $12,609.22. Ms. Courbat submitted a receipt requesting reimbursement for the purchase of postage stamps in the amount of$9.80. Moved by McDonald, seconded by Mrzlak, that reimbursement for postage in the amount of $9.80 be approved. Ayes: Nine. Motion carried. Chairperson's Report Craig White, Chairperson, reminded the group of three upcoming events. • November 5 at 5:30pm, UAW Hall • November 4 at 5:00pm, Memorial Hall • November 28 at Dance at Electric Park(Entertainment by Redline) Mr. White shared samples of the Tee shirts that will be available for purchase at the Veterans Day event at Memorial Hall. The price is set at $20. Committee Reports Building, Grounds & Operations Dick Hastings reported that available space at Memorial Hall is running short. He is proposing that a small (approximately 5 x 5) space at the top of the back stairs be converted to a closet. The Fire Inspector is scheduled to come out and see if the space can be utilized as intended. The key to one of the glass cabinets upstairs is lost so a replacement key will be needed. Mr. McDonald feels that the current pad lock is small enough that it could easily be removed with bolt cutters if that is an option. The improperly stored items have been removed by the DAV. October 28, 2015 Page 2 Mr. Hastings showed a collection of patches which he has compiled. Mr. McMahon said he has 2 bags of various patches and would be willing to donate one of each patch. The lighting out by the flags is not working properly. Mr. Hastings stated he has reported this issue to Sandie Greco, at the City of Waterloo. Mr. Hastings has spoken with Schuler about the sinking brinks by the fountain. It was suggested that the sinking bricks be pulled up and the area filled with powder cement, and let "Mother Nature"take care of solidifying the base. Education/Historical Randy Miller reported that the internet is up and working. He also shared his thoughts on purchasing a large Smart T.V. for the Memorial Hall, using up to $1500 of the current funds. It was agreed that Mr. Miller will do some price comparisons and bring those figures to the next scheduled meeting in November. Mr. Miller noted that the back storage room may be getting to warm and recommended building a cabinet to match the current woodwork. It was suggested that perhaps Becker Cabinetry or Bertch Cabinets can come out and give a quote. Finance/Fundraising Marcia Courbat opened by saying that Roosevelt Taylor's brick is #3000. There are still many more bricks to lay. Ms. Courbat shared a suggestion to send Christmas Cards to recovering American Soldiers c/o Walter Reed Army Medical Center, 6900 Georgia Avenue NW, Washington, D.C. 20307-5001. Collections Manager/Registrar No report. (Absent) Unfinished Business None. New Business Mr. Miller made a motion to donate $250 for advertising at the Honor Flight Dance fundraising event to be held on 11/28/2015. Motion was seconded by Ticknor, to donate $250 the purpose of advertising at the fundraiser on November 28th be approved. Ayes: Nine. Motion carried. An open discussion about November and December meeting dates was held. Motion by Ticknor, seconded by McMahon to reschedule the November meeting to November 18, 2015. Ayes: Nine. Motion carried.
