July 22, 2015

Members present: Craig White, Randall Miller, Scott McDonald, Marcia Courbat, Don Ticknor,
Mel Wittwer, Marilyn Robinson, Ron McMahon, Mike Mrzlak, John Mrzlak (A).
Members absent: Richard Hastings, Ronald Nielsen, Michael Dennis (A), James Lentfer (A),
Sherman Lundy (A) and Chad Hill (A).
Also in Attendance: Nancy Higby, Administrative Secretary, City of Waterloo.
Moved by McDonald, seconded by Ticknor, that the Agenda, as amended, be approved. Ayes:
Nine. Motion carried.
Moved by Mrzlak, seconded by McDonald that the Minutes of June 24, 2015 and July 8, 2015,
be approved. Ayes: Nine. Motion carried.
Citizens Oral Comments
Craig Clark, Building Official, City of Waterloo returned to answer the questions from the
Special Meeting held on July 8, 2015. He also brought several carpet samples for the
commission so they may have an active part in selecting a new color. By a vote of 8 to 1, the
commission selected Carpet# 238 — Sandstone.
Treasurer's Report
Marcia Courbat gave the Treasurer's Report as of July 22, 2015. Ms. Courbat reported a total of
329 bricks have been placed this year. The Brick Fund has a balance of $11,595.50 after
engraving costs, and $300 in additional brick purchases. Ms Courbat submitted two checks
totaling $200 for new brick purchases, an invoice from Black Hawk Memorial in the amount of
$300 for the engraving of 12 bricks, and a request for reimbursement from Dick Hastings for
$81.28 for the purchase of a gold star flag purchased from Martin's Flag Company.
Motion by McDonald, seconded by Ticknor that payment of the invoice from Black Hawk
Memorial in the amount of $300, and reimbursement to Richard Hastings in the amount of
$81.28 be approved. Ayes: Nine. Motion carried.
Ms. Courbat reported that someone from the "Enterprise" wants to purchase a large brick for
$250 and requested approval from the commission to accept the request.
Motion to accept the order was made by Mrzlak, and seconded by Ticknor. Ayes: Nine. Motion
carried.
Chairperson's Report
Craig White, Chairperson, reported that he has been in contact with the Courier and HyVee to
organize awareness of the upcoming event to be held September 11-13, 2015. Mr. White is still
working on the details for a candlelight vigil. He encourages everyone to talk to others about
contributions water, food, even garbage bags. Randy Miller was asked to organize a Color
Guard for the event.
Mr. White will contact Nancy Higby, with details of a special meeting, likely around the 1st of
the month, so that she can notify the commission members.
Mr. White discussed interest in holding a food, clothing and non-perishables drive for homeless
Vets such as a"Stuff the Bus", possibly in November.
The need for new and replacement flags and poles for around the City was raised. There are
currently 47 flags and the desire would be to double that amount. Preferably utilizing a spinning,
tangle free flag pole. Approximately $1500 would be needed. A discussion took place regarding
the use of hotel/motel taxes to fund the flags/banners.

With no further business before the commission, it was moved by Ticknor, seconded by
McDonald that the meeting be adjourned at 5:58 p.m. Ayes: Nine.
