Members absent: Ed Hutchens,Noel Thornsberry. Also present: Doug Nix, Lee Grassley. Moved by Herzog, seconded by Scott that the Agenda, as proposed, be approved. Ayes: Four. Absent: Hutchens, Thornsberry. Motion carried. Moved by Cody, seconded by Herzog that the Minutes of December 6, 2007, as proposed, be approved. Ayes: Four. Absent: Hutchens, Thornsberry. Motion carried. Financial Report Nancy Eckert, City Clerk, reviewed the FY09 Public Access Budget for the month ending September 2008. Chairperson's Report Chairperson Evanson introduced Jane Scott, who was recently appointed to the commission by the city council. Ms. Scott reviewed her background. Report of Mediacom Doug Nix, Area Manager for Mediacom, reported that the Big Ten Network has been added to the Family Cable package. Mr. Nix reviewed the September and October reports and noted that the video service calls were higher in October because everything was changed over to digital. Lee Grassley, Senior Manager of Government Relations, updated the commission on the transition to digital. There will be realignment of some HD channels next year. Mr. Grassley noted that there are five public access channels in Waterloo: city government, Waterloo Schools, Hawkeye Community College, public access and SCOLA. The public access channels will have to be transitioned from analog to digital, which will help with better quality and service. Mediacom is prepared to help with the transition and would like to make a proposal to the commission and then present the proposal to the city council. The City Clerk will coordinate a meeting with all the groups and a city council member. Larry Herzog will represent the commission. Larry Herzog reported that during the CNN debate, there were 20 decimals difference in the sound from the local commercial to the CNN feed. Mr. Nix explained that there might have been problems with the splicers which insert local ads. There is a mechanism which is suppose to watch for this, and he will check on it and report back. Report from CT Production Coordinator Ed Stoffer, Cable TV Production Coordinator, reported two new local programming: Art Trends sponsored by Jane Scott, and Democrats in Action. Mr. Stoffer noted that the studio remains closed due to the June flood, but the channels are still on the air and most of the programs are current. Ms. Eckert explained that the basement of City Hall received storm water damage because of the high ground water experienced during the record flood. Before repairs remove forward, the Building Official/Maintenance Administrator for the city is looking at options to mitigate so this type of damage does not occur again.
