Members present: Chairperson Dan Evanson, Ed Hutchens,Noel Thornsberry, Willie Cody. Members absent: Janet Longus, Larry Herzog. Also present: Lee Grassley, Doug Nix, Ed Stoffer, Carol Failor. Moved by Hutchens, seconded by Cody that the Agenda, as proposed, be approved. Ayes: Four. Absent: Longus, Herzog. Motion carried. Moved by Cody, seconded by Hutchens that the Minutes of October 4, 2007, as proposed, be approved. Ayes: Four. Absent: Longus, Herzog. Motion carried. Financial Report Carol Failor, Deputy City Clerk, distributed copies of the Public Access Studio budget for the month ending November 30, 2007. Mr. Thornsberry asked how close the finances are in supporting the PEG channels. Chairperson Evanson reported that Mediacom said they will continue the PEG channels. All the franchise fees go to the general fund. Chairperson's Report Chairperson Evanson reported that Ed Hutchens and Willie Cody's terms expire December 31, 2007. With approval of the commission, the City Clerk will send a letter to Mayor Hurley recommending that Mr. Hutchens and Mr. Cody be reappointed for one more term. Report of Mediacom Net Doug Nix, Area Manager for Mediacom, reported that they are still in negotiations with the Big Ten Network. Mr. Nix reported that the Big Ten Network needs to be placed in a sports tier in digital service, because they don't want everyone whose on Family Cable to have to pay the exorbitant amount of money for that service, and the people who want it should pay for it. Mr. Thornsberry asked when is Mediacom going to start the transfer to digital. Mr. Nix reported that there will be boxes that will be available for people with analog TVs that will convert the digital signal over to an analog TV. The Federal government has set aside $5 billion to hand out two coupons per household worth $40 for digital boxes based on income. Starting January 1, 2008, you can start applying for the coupons for the digital boxes on the FCC website. Lee Grassley, Manager of Mediacom Government Relations, reported that on February 17, 2009 all broadcasting has to be done in digital. On February 17, 2012 Mediacom will be down converting and if you have basic cable, you will not have to have a box for local broadcasters. If you are a cable subscriber on February 17, 2009, you will have nothing to worry about.
