Vice Chairperson Herzog called the meeting to order.
Members present: Ed Hutchens, Larry Herzog, Noel Thornsberry, Willie Cody.
Members absent: Janet Longus, Dan Evanson.
Also present: Doug Nix, Lee Grassley, Ed Stoffer.
Moved by Thornsberry, seconded by Hutchens that the Agenda, as proposed, be approved.
Ayes: Four. Absent: Longus, Evanson. Motion carried.
Moved by Thornsberry, seconded by Cody that the Minutes of April 5, 2007, as proposed, be
approved. Ayes: Four. Absent: Longus, Evanson. Motion carried.
Financial Report
Nancy Eckert, City Clerk, distributed copies of the Public Access Studio budget for the month
ending July 30, 2007 and reviewed expenditures and revenues.
Report of Mediacom Net
Doug Nix, Area Manager for Mediacom, distributed and reviewed May, June, July and August
2007 monthly reports. Mr. Nix explained the city-wide outage on the Internet service.
Report from CT Production Coordinator
Ed Stoffer, Cable Television Production Coordinator, reported Bosnian News Program and Truly
Blessed Ministry are new shows shown on Channel 17. New free programs include: Rock Star
Stories and In The Fight.
Mr. Stoffer explained that some tapes shown on the public and government access channels
have low volume or poor quality audio because that is the way they are received from the
sponsor. Members discussed the loud volume of commercials on high definition local channels.

New Business
Lee Grassley reported that the Iowa Utilities Board has put together proposed rules for the new
franchise regulations and they should come out in November.
Mr. Thornsberry distributed copies of a letter he sent to John Norris, Chairperson of the Iowa
Utilities Board, and the response he received from Chuck Seel, Manager of Customer Services
for the Board, concerning state franchising of cable and video services in Iowa. The IUB has a
rulemaking proceeding underway at this time, Docket No. RMU-07-5. The IUB rulemaking is to
set the process for issuing state franchise certificates. The IUB is receiving comments on that
docket until August 21, 2007. A copy of the letters will be given to Mayor Hurley and Council
Members.
Mr. Nix discussed the progress of negotiating the Big Ten Network. The Big Ten Network
wants the channel to be carried on the Family Cable package. Mediacom is concerned that
placement of the Big Ten Network on the Family Cable level of services will add cost for nearly
all customers regardless of fan interest. Mediacom has offered to carry the Big Ten Network on
a digital sports tier so that only those customers who want the programming would pay for the
channel.
