Members present: Chairperson Dan Evanson, Ed Hutchens, Janet Longus, Willie Cody.
Members absent: Noel Thornsberry, Larry Herzog.
Also present: Doug Nix, Lee Grassley, Ed Stoffer.
Moved by Longus, seconded by Cody that the Agenda, as proposed, be approved. Ayes: Four.
Absent: Thornsberry, Herzog. Motion carried.

approved. Ayes: Four. Absent: Thornsberry, Herzog. Motion carried.
At the November commission meeting, Mr. Thornsberry requested to be at today's meeting via
telephone, but he sent an e-mail to the City Clerk that he was in Mexico and due to the long-
distance rate did not feel it was necessary for him to be at today's meeting.
Chairperson's Report
Chairperson Evanson reported that Ed Hutchens and Larry Herzog's terms expired December 31,
2006. With approval of the commission, the City Clerk will send a letter to Mayor Hurley
recommending that Mr. Hutchens and Mr. Herzog be reappointed for one more term.
Financial Report
Nancy Eckert, City Clerk, distributed copies of the Public Access Studio Budget for the month
ending December 31, 2006 and reviewed expenditures and revenues.
Ms. Eckert reported that she is preparing the FY08 budget for the Public Access Studio and will
present it to the commission in March.
Ms. Eckert reported Dave Hammer resigned effective December 29, 2006. The process has
begun for a replacement. Hopefully, interviews will be conducted in February and an
appointment be made some time in March to fill the position.
Report From Mediacom
Doug Nix, Area Manager for Mediacom Communications Corporation, distributed and reviewed
November and December 2006 monthly reports.
Mr. Nix reported that negotiations with Sinclair Broadcasting Group, the owner of KGAN,
Channel 13 in Cedar Rapids, are at a standstill. Mediacom's technical staff is standing by to cut
cable subscribers' access to Channel 13 at 12:01 a.m. on Saturday. Mediacom is handing out
antennas and kits to customers to help them to continue to access Channel 13. Mediacom is
drawing a line in the sand on this issue because of the markets and impact. If KGAN is
discontinued, Mediacom is going to add family programming to this channel for the short term.
No final decision has been made on what will replace KGAN on Channel 13. If Mediacom were
to settle with Sinclair Broadcasting Group, all costs would have to be passed on to the
subscribers as the subscribers are not being charged at this time for Mediacom to carry Channel
13 under the basic tier programming.
Lee Grassley, Manager of Mediacom Government Relations, reported Mediacom petitioned for
relief to the FCC and the FCC found that that Mediacom's complaint had no merit and suggested
that Mediacom and Sinclair Broadcasting Group go into arbitration. Mr. Grassley stated if
Mediacom agrees to Sinclair's request, Mediacom feels it would set a precedent for the other
stations. All fee increases would be past along to Mediacom's customers if other stations ask for
this fee.
