HomeMy WebLinkAbout09/07/2006 WATERLOO CABLE TV COMMISSION September 7, 2006 4:00 p.m. First Floor Conference Room Chairperson ban Evanson called the meeting to order at 4:15 p.m. Members present: Chairperson Dan Evanson, Ed Hutchens, Larry Herzog,Noel Thornsberry. Members absent: Janet Longus, Willie Cody. Also present: Doug Nix, Lee Grassley, Ed Stoffer. Moved by Herzog, seconded by Hutchens that the Agenda, as proposed, be approved. Ayes: Four. Absent: Longus, Cody. Motion carried. Moved by Herzog, seconded by Hutchens that the Minutes of July 6, 2006, as amended, be approved. Mr. Thornsberry asked that the minutes reflect that according to the May 4, 2006 commission meeting, Doug Nix was to report back to the commission at the July meeting regarding the Call Center responding to calls within 30 seconds. Mr. Nix was unable to attend the July meeting. Ayes: Four. Absent: Longus, Cody. Motion carried. Financial Report City Clerk Nancy Eckert gave the financial report for the Public Access Studio budget for the month ending August 2006. Expenditures for the month of August 2006 totaled $7,498.72. Total expenditures through August 2006 were $14,937.87, which is 13 percent of the FY07 budget. Report from Mediacom Doug Nix, Area Manager for Mediacom Communications Corporation, distributed and reviewed August and September 2006 reports. Mr. Nix reported that Internet services for VIP customers will be upgraded from 5 Mbps to 10 Mbps. Mr. Nix reported that Noel Thornsberry brought to Mediacom's attention that the Call Center does not seem to be responding to calls as required by city ordinance. Mr. Nix had his administrative secretary try the Call Center, and they found at certain times, such as during major outages or Monday mornings, there was a high volume of traffic. Mediacom agrees that improvements need to be made, and they will have an outsourcing company help with the overflow calls during high volume times. Mr. Thornsberry distributed copies of a log he compiled concerning calls to Mediacom's trouble reporting telephone number. The log shows length of time he was on hold, number of busy signals, etc. Mr. Thornsberry submitted his report as Mediacom being in non-compliance with Section 9.03 of the Franchise Ordinance. Mr. Thornsberry reported that Section 10.04 — Section 10.06 of the Cable Franchise Ordinance regulates penalty to the cable company for failure to comply with the ordinance. Mr. Thornsberry asked that the commission review his report at the November meeting. At that time a decision should be made as to whether his complaint should be forwarded to the city council. Moved by Herzog, seconded by Hutchens that Mr. Thornsberry's report be received and placed on file and be brought back to the November commission meeting. Ayes: Four. Absent: Longus, Cody. Motion carried. Report from CT Production Coordinator Ed Stoffer, Cable Television Production Coordinator, reported that new programming at the public access studio includes: Calvary Ties and Arc of the Cedar Valley. Viewers have called in expressing support for Democracy Now and the Classic Arts Showcase.
