Moved by Getty, seconded by Krizek that the Agenda, as amended to add Item No. 5 under New Business entitled "Authorization to purchase semi-automated tipper for rear packer truck-- Superintendent of Sanitation & Recycling" , and the request of the Superintendent of Parks to approve a Pre-authorization to Expend Over $1, 000 . 00, be approved. Ayes : Three. Motion carried. Moved by Getty, seconded by Krizek that the minutes of November 24, 1997, as proposed, be approved. Ayes : Three. Motion carried. The request of the Fire Chief for authorization to write off old ambulance billing accounts from 1992-1995 was reviewed. Sweet Computer Services, Inc. , the ambulance billing contractor, has requested the city write off the two-year old accounts . It was the Fire Department ' s past practice to only remove zero balance accounts from the records . A list is on file in the City Clerk' s office containing 2, 254 ambulance transports totaling $329, 760 .25 from the time frame of January 1992 to June 30, 1995 . Most of the accounts have been inactive and are no longer collectable . If the city receives payment on any write-off account, the account will be reactivated and the payment recorded. Moved by Getty, seconded by Krizek that said request be approved. Ayes : Three. Motion carried. The following bids received for two 1998 1/2 ton 4x4 trucks and two 1998 3/4 ton 4x4 pickup trucks with plows were reviewed: Bidder Truck with Plow Truck Only Rydell Chevrolet $23, 193 . 00 ea. $18, 470 . 00 ea. Dan Deery $24, 959 .00 ea. $20, 095 . 00 ea. Dick Witham $22, 594 .00 ea. $17, 969 .40 ea It was the recommendation of the Assistant Superintendent of Central Garage that the low bid from Dick Witham for two trucks with plows at a cost of $22, 594 . 00 each and two trucks only at a cost of $16, 969 .40 each be accepted. Moved by Getty, seconded by Krizek that said recommendation be approved. Ayes : Three. Motion carried. The following quotes received for disposal of five weapons from the Police Department were reviewed: Bidder Bid Amount Scheels Sport Shop $910 . 00 Broadway Guns $800 . 00 The weapons are no longer utilized by the department because of age or lack of technology. It was the recommendation of the Police Chief to accept the bid from Scheels Sport Shop in the amount of $910 .00 and use the revenue to purchase two sets of ballistic shin guards for the Tactical Unit . The ballistic shin guards can be purchased from Broadway Guns of Waterloo, Iowa at a cost of $381 . 00 each. Moved by Getty, seconded by Krizek that the bid from Scheels Sport Shop in the amount of $910 .00 be accepted and that the Police Chief be authorized to purchase two ballistic shin guards at a cost of $381 .00 each. Ayes : Three. Motion carried. Moved by Getty, seconded by Krizek that a garbage refund in the amount of $51 . 00 for 2904 West 9th Street be approved. Ayes : Three. Motion carried. Finance Committee December 1, 1997 Page 2 The request of the Superintendent of Sanitation & Recycling to seek bids for semi-automated tipper was reviewed. The tipper will be installed on a rear packer truck. The estimated cost for the unit is $5, 500 . 00 . Funding is available in this Fiscal Year Budget to purchase the semi-automated tipper. Moved by Krizek, seconded by Getty that said request be approved. Ayes : Three . Motion carried. Moved by Getty, seconded by Krizek that the request of the Superintendent of Parks for pre-authorization to expend $2 , 695 . 00 to purchase playmate play surface for the Lloyd Randall Park be approved. Ayes : Three. Motion carried. Moved by Getty, seconded by Krizek that Bills Payment, as contained in Schedule AP640, pp. 1-30 dated December 1, 1997 in the amount of $205, 869 .90 be received, placed on file and approved and forwarded to the full council for approval . Ayes: Three. Motion carried. With no further business before the committee, it was moved by Getty, seconded by Krizek that the meeting be adjourned at 6 :00 p.m. Ayes : Three. Motion carried.
